On November 7th, 2024, Worcester Police Vice Squad officers were conducting surveillance in the area of the Worcester Common. At about 9 AM, officers’ attention was drawn to three individuals who were standing together. One man, identified as thirty-two-year-old Fabian Beltran of Spencer, conducted a hand-to-hand transaction with a second man. Officers observed Mr. Beltran conduct another hand-to-hand transaction with a third man, identified as forty-one-year-old Keith Massicotte of Wilson St.
Officers recovered the items and determined that Mr. Beltran was distributing bags of marijuana. A search of Mr. Massicotte revealed a loaded handgun. Mr. Massicotte does not have a license to carry firearms, and was placed under arrest. He is charged with Unlawfully Carrying a Loaded Firearm, Unlawfully Carrying a Firearm, Possession of Ammunition without an FID Card, and Armed Career Criminal Level 2. Mr. Beltran was arrested for two counts of Distribution of a Class D Substance.
