WORCESTER, Mass. – The City of Worcester announced Tuesday that Department of Public Works & Parks (DPW&P) Commissioner Jay Fink and Department of Transportation & Mobility (DTM) Assistant Director Todd Kirrane were both recently recognized with national awards from the American Public Works Association (APWA).

Fink, who has more than three decades of municipal public works experience, was named an APWA Top Ten Public Works Leader of the Year.

“It is a great honor to be recognized by APWA with this distinguished award,” said Fink. “I’m thrilled to be named a Top Public Works Leader among my accomplished peers. I share this award with the entire Department of Public Works & Parks who work tirelessly to serve the residents of Worcester day in and day out and I am proud that our work is being recognized on a national level.”

The Top Ten Public Works Leaders award focuses on outstanding career service achievements of individual public works professionals and officials from both the public and private sectors in North America. Each of the Top Ten Leaders is recognized for their accomplishments in federal, state, provincial, county, or municipal engineering or administration, including career advancement, contribution to technology or job knowledge, commitment to the profession as evidenced by education, training, certification, and continuing education, as well as professional excellence and service to the community in large and small municipalities.

Kirrane, who has nearly two decades of municipal public works experience, was named Professional Manager of the Year in Transportation.

“To have this work be recognized nationally by my peers in the public works community is truly an honor,” said Kirrane. “For the last 18 years, in my various roles, I have tried to build a career that is team-based and puts the health and safety of people first when it comes to transportation infrastructure in Massachusetts. I look forward to continuing to make positive changes for vulnerable roadway users in our community.”

The Professional Manager of the Year Award in Transportation recognizes outstanding achievements in the area of public transportation professionals within the public works field and inspires excellence, leadership, and dedication to the public good.

“Jay and Todd’s recognition comes as no surprise as both are dedicated public servants who go above and beyond the call to serve the residents of Worcester,” said City Manager Eric D. Batista. “I am proud that their work is being honored at a national level and applaud them for their continued success in the public works industry.”
