On October 17, 2022, the Worcester Fire Department was dispatched to 4 Clement Street for a report of a fire. During the process of the WFD extinguishing the fire and ensuring no other residents were in the building, they forced entry into apartment # 14. While in apartment, they observed several small clear knotted bags containing an off white powdery substance, narcotic processing material and a pill press. Worcester Vice Squad was requested and responded. Vice detectives located the resident of the apartment Mr. Joseph Boucher. In plain view, Detectives observed clear baggies which they believed through their training and experience to be Fentanyl. Joseph Boucher was placed under arrest for possession of a Class A substance and transported to the Worcester Police Dept. Vice Detectives applied for a search warrant for the apartment.
Vice Detectives were in possession of a search warrant for 4 Clement Street apartment # 14. During execution of the search warrant, Vice Detectives recovered approximately twenty pounds of Fentanyl, an illegal Class A substance (Trafficking Class A substance Over 200 grams). This substance was tested on scene by Hazmat personnel and tested positive for Fentanyl. Officers also located a loaded firearm. Mr. Boucher did not possess an active LTC or FID.
Joseph Boucher was charged with Trafficking Class A over 200 grams (Fentanyl), Possession of Firearm w/o FID, Ammunition w/o FID, Possession of Firearm in Commission of a Felony and Improper Storage
