DEPARTMENT OF HEALTH & HUMAN SERVICES
CITY OF WORCESTER

The City of Worcester seeks qualified applicants for the position of Public Health Analyst (Coordinator of Community Initiatives) for the Division of Public Health within the Health and Human Services Department. Under the direction of the Commissioner of Health and Human Services, the Public Health Analyst will establish, build and strengthen partnerships with community, local health and human services organizations, and leaders from various sectors of the Worcester community. The position will be responsible for developing and implementing short and long-term solutions to tackle the current public health issues impacting our community and work with the Health and Human Services Department to analyze public health data, assist in the development of health policies, and contribute to the evaluation of health programs. The individual will contribute to the department’s mission of collaborating and influencing systems, stakeholders and the Worcester community to maximize access to City programs and services and create health equity in the Worcester community.

ESSENTIAL ELEMENTS:

  • Assist staff to develop and implement initiatives, implement policies and procedures that align with the mission of the Department of Health & Human Services.
  • Collect, analyze and interpret public health data from various sources including Federal, State and Local data.
  • Prepare comprehensive reports, presentations, and data visualizations to communicate findings to stakeholders, including local government officials, community organizations, and the public.
  • Conduct research on emerging public health trends, issues, and best practices.
  • Work with Project Managers to research, write and manage various public and private grants.
  • Coordinate stakeholder meetings, plans and initiatives, ensuring alignment with the Department’s overall mission of equitable access and services.
  • Work with the Commissioner and Project Managers to submit reports and evaluations as required by funding sources.
  • Work with the Commissioner as needed in order to troubleshoot challenges associated with projects and initiatives to identify next steps.
  • Collaborate with community partners and stakeholders to address public health issues and promote health equity.
  • Collaborate with the entire HHS team to identify staffing gaps and find creative stop-gap solutions while pursuing long-term solutions.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Experience with grant writing, budget preparation, program development and oversight.
  • Knowledge of public health principles and data-driven health promotion strategies
  • Strong analytical and critical thinking skills, with proficiency in statistical software (e.g., SAS, SPSS, R) and data visualization tools (e.g., Tableau, Power BI)
  • Strong understanding of demographics, research, legislation and governmental policy issues and trends impacting the Worcester community.
  • Relationship management skills and experience in fostering a team approach to health equity, youth development and creating collaboration among partner organizations in health and human services.
  • Excellent project management and planning skills.
  • Strong research and analytical skills.
  • Knowledge of the basic principles of social justice and the social determinants of health.
  • Ability to manage complex interpersonal, political and organizational issues.
  • Proficiency in electronic databases and Microsoft Office suite.
  • Ability to maintain records and prepare reports.
  • Excellent written and verbal communication skills.

MINIMUM REQUIREMENTS:

  • Bachelor's degree in public health, health and human services, or in a related field
  • Two (2) years of experience in community development, program development, and/or public health and human services.
  • Computer proficiency, including (Microsoft Office Suite (Word, Excel, Outlook and PowerPoint).
  • Excellent communication skills.

PREFERRED QUALIFICATIONS:

  • Master’s degree in public health, health and human services, or in a related field
  • Four (4) years of related experience in community development, developing or researching health policy, statistics, program development, program management or coordination and/or public health and human services
  • Two (2) years of experience in public health analysis, research, or program evaluation
  • Two (2) years of experience in the researching, writing or administering grant programming.

SALARY RANGE: $61,612 - $80,730 annually, full-time, exempt, with an excellent benefits package.
