HEAD CLERK
TREASURER & COLLECTOR OF TAXES
CITY OF WORCESTER

The City of Worcester seeks qualified applicants for the position of Head Clerk for the Office of the Treasurer and Collector of Taxes. Under the direction of the Deputy Assistant Collector, the Head Clerk is accountable for the safekeeping, reconciliation, and remittance of all receipts processed by the Collector’s Office. This individual is responsible for receipting checks and electronic payments for Real Estate, Personal Property, and Excise taxes, as well as fees, assessments, betterments or any other municipal charges. The Head Clerk will handle constituent inquiries and provide information pertaining to account status, and occasionally assigned work with the Deputy Assistant Collector on delinquent tax liens, Massachusetts Land Court Cases, and bankruptcy filings.

ESSENTIAL ELEMENTS:

  • Respond to incoming employee and constituent inquiries by phone, email, and in-person.
  • Research customer inquiries regarding accounts or receipting transactions.
  • Research and process all assigned inquiries.
  • Accept and receipt checks for settlement of City receivables.
  • Record all collection transactions into City accounting systems completely, accurately, and timely, including the recording of funds received via external lockboxes at M&T Bank, Unibank, and others as assigned.
  • Receipt and record transactions received via US Mail into the City accounting system.
  • Aggregate, reconcile, and prepare bank deposits.
  • Receipt and record transactions received from other receipting departments via interoffice turn-in.
  • Research and prepare Certificates of Municipal Lien (CMLs).
  • Assist with daily customer service tasks.
  • Scan all daily work into electronic storage media.
  • Research and maintain Massachusetts bankruptcy filings.
  • Conduct daily mailroom operations such as sorting and distributing incoming mail, prepare mail by securing in envelopes and applying postage using the automated mailing machine or operating the automated mailing machine/envelope stuffer, manage certified mail, oversee interoffice mail.
  • Maintain necessary records of mailroom activity, including keeping records of certified mail activity and managing mailroom supplies.
  • Complete related work as required and assigned.

SECONDARY ELEMENTS:

  • Assist with Treasurer and Collector clerical tasks as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Reliable, punctual, and able to work independently.
  • Proficient in Microsoft Office Suite.
  • Ability to multi-task when handling a variety of responsibilities.
  • Experience with editing documents in a word processing application and entering data into databases and/or spreadsheets.
  • Experience working in a financial setting and/or basic financial background.
  • Ability to provide excellent customer service.
  • Excellent verbal, written and interpersonal communication skills.
  • Excellent telephone skills/etiquette.
  • Ability to remain professional under all circumstances.
  • Ability to manage multiple priorities/multitask in a fast-paced environment.
  • Excellent organizational skills.
  • Ability to maintain confidentiality.
  • Ability to work with diverse groups.
  • Ability to effectively work independently and as part of a team.
  • Knowledge of Massachusetts General Law and Massachusetts Department of Revenue Regulations on municipal collections.

MINIMUM REQUIREMENTS:

  • High school diploma or equivalent.
  • Experience with accounts receivable and collections process.
  • Three (3) years of customer service and/or clerical experience in an office setting.
  • Excellent communication skills.
  • Experience working with Microsoft Office and related programs to analyze and/or reconcile financial data.

PREFERRED QUALIFICATIONS:

  • Associate’s Degree in business administration, public administration, or related discipline
  • Five (5) years of customer service and/or clerical experience in an office setting.
  • One (1) year of experience working in a Municipal Assessor and/or Tax Collector’s office
  • Experience working with Massachusetts CAMA and GIS systems

SALARY RANGE: $25.02 - $30.18 hourly, full-time with an excellent benefits package.
