ASSISTANT SANITARY ENGINEER, GRADE 4

The City of Worcester is seeking qualified applicants for the position of Assistant Sanitary Engineer, Grade 4 for the Water Operations Division within the Department of Public Works & Parks. Under the direction of the Director of Water Operations, the position is responsible for the investigation, design, construction and maintenance of civil/sanitary engineering projects. This role is a mid-level professional position that involves the technical application of civil and sanitary engineering skills combined with knowledge of water supply and distribution system engineering projects. Projects and work can take place in in the office or in the field.

ESSENTIAL FUNCTIONS:
ESSENTIAL ELEMENTS:
- Prepare plans, specifications and estimates for water supply and distribution system rehabilitation and improvement projects, including checking plans in the field
- Review subdivision and development plans to ensure conformance to all City, and in particular Water Operations, standards. Prepare correspondences and prior agreements as needed
- Supervise and participate in the inspection of engineering construction projects, check for conformance with plans and specifications, submit reports on progress of project and materials used
- Prepare estimates for labor and material costs
- Prepare work programs, budget estimates and regular and special reports
SECONDARY ELEMENTS:
- Oversee and edit work completed by Grade 3 Engineers, Grade 2, Senior Engineering Aides as well as Administrative Staff.
- Manage Water Operations’ pavement management plan including the “Infrared” pavement program
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge and field experience in water distribution system construction practices and materials
- Experience with contracting software programs
- Understanding of and experience with the “Lucity (Central Square)” asset management software program or experience with asset management software programs
- Working knowledge of the principles and practices of civil/sanitary engineering
- Working knowledge of modern methods and techniques as applied to the construction and maintenance of public works
- Ability to direct and assist fellow Engineers at the same level or lower. and Administrative Staff to edit and revise work
- Ability to determine adherence to engineering specifications on a wide variety of construction jobs
- Ability to make engineering computations
- Ability to conduct engineering research work and write technical reports
- Strong analysis and design skills
- Skill in making engineering computations
- Excellent organization skills
- Working knowledge of construction materials
MINIMUM REQUIREMENTS:
- Bachelor’s Degree in Civil or Environmental Engineering, or related field
- Three (3) years of experience in the inspection of water distribution system construction projects
- Three (3) years of experience conducting engineering research
- Excellent communications skills
- Valid Massachusetts Driver’s License
PREFERRED QUALIFICATIONS:
- Five (5) years of experience in the inspection of water distribution system construction projects including water main, valve and hydrant replacement, water service replacement and water main cleaning and lining projects
- One (1) year of employee or vendor supervision experience
- Three (3) years of experience/skill with GIS
- Three (3) years of experience working with construction materials
- Three (3) years of experience working with contractors/vendors
- Two (2) years of experience with producing regulatory reporting and/or permitting
- Possess a Grade II Distribution Water Operator’s License as issued by the Commonwealth of Massachusetts or the ability to obtain one within twelve months
SALARY RANGE: $35.65 - $43.43 hourly, full-time, with an excellent benefits package.
