PLANT ENGINEER

The City of Worcester seeks qualified applicants for the position of Plant Engineer for the Department of Public Facilities. Under the direction of the Building Operation Manager, the employee will prepare and maintain a variety of electronic building system inspection logs, records, reports, tests, analysis, and documents. The Plant Engineer is responsible for care, maintenance, and repair of City buildings and grounds. Building assignments may change over time, and assistance at other facilities may be required periodically as needed.

ESSENTIAL ELEMENTS:
- Manage the work with, adjust, and monitor the building management system.
- Troubleshoot issues related to the building occupants’ comfort in their space.
- Find and implement solutions to non-routine, unexpected problems/concerns brought on by the occupants of the building or relayed to them through, at times, the Building Maintenance Worker.
- Respond to off-hour building issues (24/7/365)
- Communicate, coordinate, and manage outside contractors and vendors.
- Oversee and manage of all cleaning vendor operations including daily, weekly, monthly (M-F 6am to 10am) and special schedules.
- Manage recycling and trash removal.
- Support Public Facilities project managers during construction of building improvement projects.
- Oversee and approve repairs within the facility including tenant spaces.
- Manage snow removal operations at walkways and stairs
- Coordinate with vendor to ensure clear paths of travel during snow events and manage the treating of walking surfaces.
- Open building and parking gates as well as exterior doors each morning and disable the building alarm.
- Schedule routine general maintenance, patching, painting, re-lamping light fixtures, minor carpentry, or door hardware repairs, etc.
- Respond to and/or report on any building safety issues as they develop.
- Respond to building occupant, building, or grounds related concerns.
- Manage the sweeping and cleanliness of all exterior building entry points.
- Schedule, oversee, and report on building inspections for fire alarm, sprinklers, fire extinguishers, elevators, pressure vessels, etc.
- Ensure leaves are raked, or blown, and arrange for pick up by the City or bring to compost facility.
- Ensure grass is cut, weeds mitigated, and unwanted vegetation is removed from the site.
- Ensure that grounds, lawns, walkways and parking areas are clean and maintained; oversee performance of landscaping vendor.
- Ensure the removal of expired postings from exterior doors and that all glass is clean.
- Maintain building storage and back of house areas.
- Troubleshoot malfunctions or inoperative systems and make recommendations for repair or correction.
- Manage physical plant maintenance including mechanical, electrical, plumbing, elevators, machinery, equipment, etc.
- Monitor HVAC systems daily via the Building Management System (BMS) software,
- Manage preventive maintenance on HVAC equipment including filter changes and washing condensing coils on rooftop units twice per year or as needed. Coordinate and oversee outside vendor performing detailed bi-annual preventive maintenance, repairs or other maintenance.
- Coordinate and oversee outside vendor performing detailed bi-annual preventive maintenance, repairs or other maintenance on all building systems.
- Work independently, and/or with other Public Facilities Operations Staff, troubleshoot HVAC issues through the Building Monitoring System Software and field verify operation of sensors, equipment and distribution systems.
- Maintain inventory of parts and supplies for assigned buildings and make requests for procurement of building supplies as required .
- Use computer maintenance management software for reporting, tracking, and completing work orders.
- Coordinate with Public Facilities finance staff to obtain funding approvals for services or building repair requests.
- Approve invoicing for services or building repairs performed prior to processing by Public Facilities finance staff.
- Other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of building maintenance.
- Knowledge of building trades.
- Knowledge of HVAC & Controls and HVAC systems monitoring via Building Management System (BMS) software.
- Excellent verbal and written communication skills.
- Computer proficiency including Microsoft Office Suite.
- Ability to schedule and prioritize work.
- Ability to establish and maintain effective working relationships with administrative staff, municipal employees, and public.
- Ability to be on-call to respond to building emergencies and security issues 24/7/365.
- Knowledge of methods, materials and equipment ordinarily employed in maintaining the clean and orderly condition of public buildings, grounds and equipment.
- Knowledge of the operation and minor repairs of plumbing, HVAC systems and automatic cleaning equipment.
- Ability to schedule and prioritize assigned work.
- Ability to enforce building rules and regulations firmly, tactfully and impartially.
- Ability to plan, assign, coordinate, supervise and track the work of outside vendors.
- Ability to lift to 50 lbs.
- Ability to climb and work safely from ladders.
- Ability to access flat roofs with ladders and/or hatches for roof inspection or equipment repair.
MINIMUM REQUIREMENTS:
- High School Diploma or equivalent additional maintenance and repair training in specialized building trades.
- Three (3) years of electrical, plumbing, carpentry, HVAC, physical plant experience
- Excellent communication skills
- Valid Driver’s License and access to reliable transportation
PREFERRED QUALIFICATIONS:
- Associate’s degree in Facility Management or related field
- OSHA 10 training, or certification.
- Five (5) years of electrical, plumbing, carpentry, HVAC, physical plant experience
- Two (2) years of supervisory experience of employees, vendors, or contractors
SALARY RANGE: $28.72 - $32.57 hourly, full-time, excellent benefits package.
