WORCESTER, Mass. – City Manager Eric D. Batista announced Friday the appointment of John Westerling as Commissioner of Public Works & Parks, effective Feb. 18, 2025.
“Westerling is a committed public works leader with a strong record of implementing community-focused solutions, optimizing operational efficiencies, and successfully managing budgets with fiscal responsibility,” said Batista. “I’m excited to have him join the Department and look forward to seeing it grow and thrive under his leadership.”
Westerling joins the City of Worcester with more than 30 years of experience in public works leadership roles. He most recently served as the Director of Public Works for the Town of Natick.

I am eager to work with the dedicated team to ensure the citizens and businesses of this great city receive the essential Public Works services that enhance their quality of life,” said Westerling. “I look forward to collaborating with the talented staff of the Department of Public Works & Parks to support and enhance Worcester’s infrastructure, services, and public spaces. Together, we will ensure that our operations are robust, sustainable, and reflective of the vibrant and diverse community we serve.”
Westerling served as the Director of Public Works for the Town of Hopkinton from February 2011 to April 2023. He held the same position for the Town of West Boylston from July 2004 to February 2011. He began his career in public service with the Town of Holden where he served as a Civil Engineer and Planning Coordinator from May 1986 to December 2001. Westerling joined the Town of West Boylston as the Superintendent of Sewers and Drains in January 2002. He oversaw the design and construction of the town’s sewer system.
Westerling graduated from the University of Massachusetts, Amherst, where he earned a degree in Civil Engineering. He also holds a Master of Public Administration degree from Clark University. He was recognized as an American Public Works Association’s Top Ten Leader of the Year in 2023.
