28. Petition of Scott Babbitt request City Council adopt a Handicap Parking Monitor Program. This program would allow local law enforcement agencies to recruit, select, train and deploy volunteers to write citations for vehicles illegally parked in spaces designated by law for the handicapped. Handicap Parking Monitors would work directly for assistant volunteer site supervisors assigned to various area commands. Minimum requirements: 1) at least 21 years of age, 2) possess a valid MA drivers license or MA ID card and 3) meet any other requirements that might be established by the appropriate law enforcement agency.
