Chairperson Councilor Russell read the item and recognized the Director of Engineering, who discussed the existing conditions of the road and provided the recommendation to approve the installation of a catch basin or a form of suitable drainage system to accommodate excessive storm water at 43 Creswell Rd., subject to funding. The estimated cost of the work at the time of the approval was $84,000.00

Chairperson Councilor Russell recognized the Commissioner of Public Works and Parks, who discussed the process concerning drainage installation and the cost of installation.

Chairperson Councilor Russell recognized Councilor Pacillo, who discussed how the timeline relative to selection of the locations for drainage installation with the Commissioner of Public Works and Parks.

Chairperson Councilor Russell moved to accept the recommendation.

Recommend Approval, subject to funding

Miscellaneous Item

4a.

Order of Councilor George J. Russell - Request Standing Committee on Public Works hold a meeting to draft a policy relative to the creation of “Honorary Street Names.” Said policy should include, but not be limited to: 1) what or who should be eligible for honorary street names; 2) whether the policy should be limited to Worcester residents/past Worcester residents; 3) whether business names should be included; 4) causes that would justify passage of an honorary street name title; and 5) whether passage should be limited to a certain number of years, decades or centuries that the entity gained notoriety. Further, request City Manager request City Solicitor and Commissioner of Public Works and Parks provide guidance and recommendations of best practices used in other Municipalities, at said meeting to aid the Committee in drafting the Honorary Street policy. # 12i CC August 27, 2024

Chairperson Councilor Russell read the item and recognized the City Solicitor, who discussed the ordinance concerning the city’s Honorary Street Name program.

Chairperson Councilor Russell recognized the Commissioner of Public Works and Parks, who discussed the funding sources concerning the Honorary Street Names program.

Chairperson Councilor Russell recognized the City Solicitor, who discussed the creation of the Honorary Street Names program with the Deputy City Clerk.

Chairperson Councilor Russell recognized the Director of Engineering, who discussed findings from research concerning existing Honorary Street Names programs in other municipalities with the City Solicitor.

Chairperson Councilor Russell recognized the City Solicitor, who discussed process concerning making changes to the Honorary Street Names program.

Chairperson Councilor Russell then discussed setting the parameters and providing information concerning said parameters for the Honorary Street Names programs with the Director of Engineering, the Commissioner of Public Works and Parks and the City Solicitor.

Chairperson Councilor Russell recognized Councilor Mero-Carlson, who discussed the communities that were included in the research, as we;; as the inclusion of nonprofits in the Honorary Street Names program with the Director of Engineering.

Chairperson Councilor Russell then discussed whether there are communities that have permanent Honorary Street Names programs with the Director of Engineering.

Chairperson Councilor Russell recognized Councilor Mero-Carlson, who discussed practices concerning invitation of City Council to Honorary Street Names ceremonies and provision that only the City can install Honorary Street Names signage with the City Solicitor.

Chairperson Councilor Russell recognized Councilor Pacillo, who discussed creation of an official act to include the District Councilor in the Honorary Street Names process.

Chairperson Councilor Russell recognized the Commissioner of Public Works and Parks, who discussed practices concerning the Honorary Street Names ceremony.

Chairperson Councilor Russell then discussed the requirements concerning residency for candidates for Honorary Street Names ceremony, the time length for the installation of the sign, whether the signs should also be provided for non-persons such as causes with Councilor Pacillo and Councilor Mero-Carlson.

Chairperson Councilor Russell recognized the Commissioner of Public Works and Parks, who discussed setting a 10-year time limit for the honorary street names, how the time period will be monitored and the renewal application for the signage, and an endorsement by the District Councilor for the application with Councilor Pacillo, Councilor Mero-Carlson, City Solicitor and the Commissioner of Public Works and Parks.

Chairperson Councilor Russell moved to recommend the item be held.
