Jennifer J. Gaskin request an honorary street name designation on Salisbury St. from West St. to Boynton St. for Daniel L. Gaskin, who co-founded the Worcester Caribbean American Carnival Association. # 8b CC May 14, 2024

Chairperson Councilor Russell read the item and recognized the Commissioner of Public Works and Parks, who provided a recommendation to approve the item, with all costs to be borne by the petitioner.

Communications of the City Manager

Recommend adoption of the FY25 Water and Sewer Rate. # 9.7A CM June 18, 2024

Chairperson Councilor Russell discussed the recommended increase for the city’s Water and Sewer rate, the differences in the Fiscal Year 2024 (FY24) and Fiscal Year 2025 (FY25) Budgets of Upper Blackstone Clean Water, whether the entity received American Rescue Plan Act (ARPA) funding, compensation and raises for board members and management of the entity, what would happen if the water and sewer rate increase was not approved and the reserve funds available to offset rate increase with the Commissioner of Public Works and Parks, the Assistant Commissioner of Public Works and Parks for Administration and Finance and the Engineer Director of Upper Blackstone Clean Water.

Chairperson Councilor Russell recognized Councilor Pacillo, who discussed abatements and reduced rates for eligible elderly homeowners, how the city advertises such rates, and the number of applicants that take advantage of said program with the Assistant Commissioner of Public Works and Parks for Administration and Finance.

Chairperson Councilor Russell recognized the Commissioner of Public Works and Parks, who provided the recommendation to recommend the item be approved.

Chairperson Councilor Russell moved for a roll call vote to accept the recommendation.
