| | | 3a. | Transmitting informational communication relative to a report on power outage that occurred February 4, 2022 through February 6, 2022 in the area of Lincoln Street and adjacent streets.
# 9.12A CM March 1, 2022 | Attachments | | | | | | | Chairperson Councilor Russell read the item and recognized the Director of Emergency Communications & Management, who provided an overview of the power outage that occurred, the liaison with the utility company for emergency communications, and the Alert Worcester program.
Chairperson Councilor Russell recognized Councilor Mero-Carlson, who discussed the lack of communication to the residents from the utility company.
Chairperson Councilor Russell recognized the National Grid Director of Community and Customer, who discussed actions taken by National Grid staff to resolve the power outage and efforts relative to internal communication, and communication with the customer concerning the power outage.
Chairperson Councilor Russell recognized the National Grid New England Manager of Underground Lines, who discussed the process concerning deployment of a generator to areas with power outage.
Chairperson Councilor Russell recognized Councilor Mero-Carlson, who discussed the estimated time restoration (ETR) notification system, the lack of communication with the residents and delayed action in setting up a generator in the area affected by power outage with the National Grid Director of Community and Customer.
Chairperson Councilor Russell recognized Councilor Bergman, who discussed communication with utility companies, access to shared map layers with utility companies and National Weather Services, and access to utility companies for elected officials with the Director of Energy Communications & Management.
Chairperson Councilor Russell brought forth the following Chairman’s Order: Request City Manager consider introducing City Councilors to the management at the Emergency Communications and Management Department and provide a way for City Council to contact the department staff on a daily basis.
Chairperson Councilor Russell recognized the National Grid New England Manager of Underground Lines, who discussed the process of planned outages with Councilor Mero-Carlson.
Chairperson Councilor Russell recognized the Commissioner of Public Works and Parks, who discussed developing a policy to provide information, transportation and shelter to residents affected by prolonged power outages with the National Grid Director of Community and Customer.
Chairperson Councilor Russell recognized the National Grid Stakeholder Project and Process Advocate, who discussed the liaison between the City and National Grid for emergency events.
Chairperson Councilor Russell moved for a roll call vote to recommend the item be held.

| | | 3b. | Transmitting informational communications relative to a report based on a collaborative effort between Inspectional Services and the Department of Public Works, as well as recommended adoption of two (2) Ordinance Amendments, prepared by City Solicitor Michael E. Traynor, based on suggested recommendation from the Commissioner of Inspectional Services, the Director of Housing and Health, and the Commissioner of Public Works.
# 8.17A CM January 25, 2022 | Attachments | | | | | | | Chairperson Councilor Russell read the item and recognized the Commissioner of Inspectional Services, who provided an overview of the collaborative effort between Inspectional Services and the Department of Public Works to address issues relative to nuisances and illegal dumping on the streets and properties and the proposed amendments to the ordinance relative to trash collection, illegal dumping and nuisances on properties.
Chairperson Councilor Russell recognized the Commissioner of Public Works and Parks, who discussed private options available for trash collection and permits that are needed for the city to operate waste transfer stations.
Chairperson Councilor Russell recognized the Deputy City Solicitor, who discussed educational material concerning proper procedures for trash collection.
Chairperson Councilor Russell brought forth the following Chairman’s Order: Request City Manager request Commissioner of Public Works and Parks include information concerning trash collection on resident notices.
Chairperson Councilor Russell recognized Councilor Mero-Carlson, who discussed the importance of proper trash collection and eliminating the issues relative to nuisances and illegal dumping.
Chairperson Councilor Russell recognized Councilor Bergman, who discussed the process to appeal the fine relative to illegal dumping with the Deputy City Solicitor.
Chairperson Councilor Russell brought forth the following Chairman’s Order: Request City Manager request Commissioner of Public Works and Parks provide City Council with a report concerning what other municipalities are doing to address nuisances and illegal dumping issues.
Chairperson Councilor Russell recognized Councilor Mero-Carlson, who discussed the private options for waste transfer station and trash collection educational campaign with the Commissioner of Public Works and Parks and the Commissioner of Inspectional Services.
Chairperson Councilor Russell moved for a roll call vote to recommend the item be approved.
