Chairperson Councilor Russell read the item and recognized the Assistant Commissioner, who provided information concerning the integrated plan for the water and sewer system.

Chairperson Councilor Russell recognized Councilor Bergman, who discussed the recommended reserve balance used to reduce debt resulting in a 4-cent decrease for water rate, the breakdown of the revenues and expenses, and usage of ARPA funds for water and sewer capital improvement projects with the Assistant Commissioner and the Commissioner of Public Works and Parks.

Chairperson Councilor Russell recognized Councilor Mero-Carlson, who spoke concerning the item.

Chairperson Councilor Russell then discussed whether the expenses concerning Upper Blackstone Clean Water (UBCW) operations are included in the three month operating reserve for water and sewer, the percentage of the sewer rate which goes to UBCW expenses and the needs for detailed information concerning UBCW expenses be provided with the Commissioner of Public Works and Parks and the Assistant Commissioner.

Chairperson Councilor Russell brought forth the following Chairman’s Order: Request City Manager request Commissioner of Public Works and Parks provide City Council with a report concerning on-going expenses of the Upper Blackstone Clean Water facility, including available federal funding that the facility is qualified for and; 2) Request City Manager request Commissioner of Public Works and Parks consider holding a visitation and viewing the Upper Blackstone Clean Water facility for City Council.

Chairperson Councilor Russell moved for a roll call vote to recommend the item be held.

Recommend Hold on a roll call vote of 3 Yeas and 0 Nays
