Approval of the Minutes

Order - That the City Council Standing Committee of Public Works hereby approves the minutes of the Public Works Committee meeting on May 27, 2020.

Chairperson Councilor Russell read the item and moved for a roll call vote to adopt the item. Order adopted on a roll call vote of 3 Yeas and 0 Nays.

Trash Collection Petition

2a.

Elliot Honig et al request two trash receptacles be placed in the vicinity of 22 Newton Ave. # 8c CM May 8, 2018

Chairperson Councilor Russell read the item and recognized the Assistant Commissioner of Public Works and Parks, who recommended the item be held in order to allow for the Department of Public Works to reach out to the petitioner to confirm they would like to participate in the city’s Adopt-A-Basket Program.

Chairperson Councilor Russell moved for a roll call vote to recommend the item be held.

Drainage and Utility Easement Petition

Donald J. O'Neil request release an unused Drainage and Utility Easement on property located at Avery Path and Brookline Street now owned by Norcross Development, LLC (0 Brookline Street), granted by Avery Investment Properties, LLC to the City of Worcester dated November 30, 2006 and recorded in Worcester District Registry of Deeds Book 40555, Page 317. # 9a CC June 9, 2020

Chairperson Councilor Russell recognized the Assistant Commissioner of Public Works and Parks, who recommended the item be approved.

Chairperson Councilor Russell moved for a roll call vote to accept the recommendation.

Recommend Approval on a roll call vote of 3 Yeas and 0 Nays.

Chairperson Councilor Russell stated for the record that the item would be brought forth at the June 30, 2020 City Council meeting.

Order of Councilor George J. Russell - Request City Manager request Commissioner of Public Works and Parks invite a representative of the Upper Blackstone Treatment Facility to appear before Public Works Committee to discuss the future of sewer rates and the future of the maintenance of their property on Route 20 and Greenwood St. # 9m CC May 19, 2020

Chairperson Councilor Russell read the item and provided an overview of a need for increased maintenance in the vicinity of the Upper Blackstone Treatment Facility.

Chairperson Councilor Russell recognized the Assistant Commissioner of Public Works and Parks, who recommended the item be held in order to provide City Council with a status report of actions being taken to increase maintenance adjacent to the facility.

Chairperson Councilor Russell discussed the item with the Assistant Commissioner of Public Works and Parks, stating that for the next Public Work Committee meeting a schedule for maintenance for the area should be provided.

Chairperson Councilor Russell moved for a roll call vote to recommend the item be held.

Recommend Hold on a roll call vote of 11 Yeas and 0 Nays

Chairperson Councilor Russell recognized the Assistant Commissioner of Public Works and Parks, who recommended the item be approved.

Chairperson Councilor Russell discussed the schedule for resurfacing and sidewalk rehabilitation programs.

Chairperson Councilor Russell recognized Councilor Wally, who discussed the construction periods for the sidewalk rehabilitation and street resurfacing programs with the Assistant Commissioner of Public Works and Parks.

Chairperson Councilor Russell then put forth the following Chairman’s Order: Request City Manager request Commissioner of Public Works and Parks review paving done as a result of utility work to ensure all repairs on roads not planned for full resurfacing were completed to the proper standards, including paving done in the Upsala St. neighborhood.

Chairperson Councilor Russell moved for a roll call vote to recommend the items be approved.

Recommend Approval on a roll call vote of 3 Yeas and 0 Nays.
