| 1. | That the City Council of the City of Worcester hereby goes on record in opposition to the EPA limits in phosphorous and nitrogen in a draft permit for the Upper Blackstone Water Pollution Abatement District (UBWPAD) recently issued until the current upgrades to the plant are finished and tested, Further, ask for a delay in any further permit restrictions until the efficient application of sound science can determine appropriate permit limits, and Finally Further, request assistance from our Federal and State partners in funding any future mandates for the UBWPAD.
