Petition of Jo Hart request City work with the WRTA to clarify how and why the late-night route of #19 got changed late May/early June with no notice at all and in-between WRTA's usual changes (the phone zap info did not change with the route) and to now change it to travel out and back on Main St. instead of Stafford St. and to make the route clear on schedules. # 7v CC October 18, 2016

Petition of Jo Hart request City works with the WRTA and the Police Chief and Department of Public Works to issue printed directives of advance plans for routes/schedules for buses that must be rerouted because of planned events in the city. Further, request that WRTA be notified immediately of any emergency or construction/paving events that cause buses to be rerouted and that WRTA send a representative to notify passengers at that site, especially at a major locations like St. Vincent's and/or post signs at the affected stops notifying passengers of the rerouting. # 7t CC October 18, 2016

Petition of Jo Hart request City Manager respond immediately to the breakdown of the WRTA and appoint a receiver to take over immediately to correct missed runs and incorrect run sheets and operating on hit-or-miss streets when route changes have not been authorized or made clear and have not even been announced to the bus-riding public who needs to know where to go to get on a bus. # 8n CC June 13, 2017

Petition of Jo Hart request the City request the WRTA to change it's hit or miss system so all buses will operate one route only, not to change routes with no notification, and in fairness since some routes are interlined and some are not. The changeover at the new hub has never indicated which bus you might happen to be on. The small flickering signage is rarely complete or correct. # 7u CC October 18, 2016

CHAIRMAN'S ORDERS

1.

Request City Manager request Charter Communications provide the City Council with a report concerning setting up an annual report from Charter Communications that would outline various service issues at the company that include but are not limited to the number of customers served, the number of cable outages (both as a result of electrical outages and Charter issues), number of complaints received from Worcester residents, what packages are offered, how bills can be disputed, amounts refunded to customers because of outages and any filings the company made with state or federal agencies.

2.

Request City Clerk provide City Council with information concerning all items voted on concerning Charter Communications over the last five years.

3.

Request City Manager request City Solicitor provide City Council with a legal opinion concerning what jurisdiction City Council has in regards to contracts with Charter Communications.

4.

Request City Manager request Administrator of the WRTA provide City Council with a long-term action plan for the WRTA that includes but is not limited to information concerning what will be done to increase revenues, how the WRTA plans to coordinate with construction projects in the City, what protocols will be in place for notifying residents of route changes, and what route changes are being planned moving forward. Further, request City Manager request Administrator of WRTA provide City Council with information concerning which routes are utilized most frequently, whether or not the WRTA can increase services to certain routes during the morning and evening commute, and whether or not bus drivers could be surveyed for information regarding improving the WRTA’s operations.

5.

Request City Manager request Administrator of the WRTA provide City Council with a list of all bus stops currently in use by the WRTA.

6.

Request City Manager request Commissioner of Public Works and Parks ensure that all bus stops are correctly marked during construction projects, in the interest of public safety.
