Request City Manager provide City Council with a report concerning the feasibility of initiating an elderly tax work off program, which is available to seniors in various Massachusetts communities, including information concerning what liability the city could hold if the program was initiated. Further, request City Manager include in said report which communities currently provide the elderly tax rate exemption in lieu of the work off program.

Petition of Virginia Ryan request City Council lower the tax deferral rate from 8% to 2.5% to accommodate seniors in Worcester who are "House Rich and Income Poor". # 9b CC December 01, 2015
