| | Request City Manager request the City Solicitor to provide City Council with clarification of the votes needed in City Council for approval of provisions of Massachusetts General Laws with reference to health insurance for public employees and public retirees, and further, whether the City Council has sole authority to enact changes pursuant to acceptance of provisions of state law, or, if their acceptance requires additional concurrence by the City Manager before City Council action is effective.
