Recommend adoption of a resolution to file, accept and expend a grant in the amount of One Hundred Eighty Thousand Dollars And No Cents ($180,000.00) from the MA DESE STEM Internship program.

Recommend adoption of a resolution to file, accept and expend a grant in the amount of Forty Three Thousand One Hundred Dollars And No Cents ($43,100.00) from the Northeast Advanced Manufacturing Consortium Registered Apprenticeship Grant program.

Recommend adoption of a resolution to file, accept and expend a grant in the amount of Eight Thousand Dollars And No Cents ($8,000.00) from the MassMEP Pathmaker Grant program.

Recommend that Fourteen Thousand Dollars And No Cents ($14,000.00) be transferred from Cost Center #CC1081-600100, Transportation & Mobility Salaries, and be appropriated to Cost Center #CC1081-601100, Transportation & Mobility Overtime, to cover anticipated overtime costs through the remainder of Fiscal Year 2024.

FROM THE COMMITTEE ON MUNICIPAL AND LEGISLATIVE OPERATIONS - Request City Manager provide City Council with a report concerning the process for obtaining external legal counsel for the purposes of drafting a Special Act to amend the City Charter to allow the City Council to hire its own support staff.

FROM THE COMMITTEE ON MUNICIPAL AND LEGISLATIVE OPERATIONS - Request City Manager provide City Council with a report concerning auditing and assessing barriers and challenges residents may face when considering participating in opportunities for boards and commissions, such as childcare and transportation, as well as whether the city provides any subject matter training to the board and commission members.

FROM THE COMMITTEE ON MUNICIPAL AND LEGISLATIVE OPERATIONS - Request City Clerk provide City Council with an amendment to Appendix B of the Rules of City Council to assign the Advisory Commission on African American and Black Affairs, as well the Advisory Commission on LGBTQ+ Affairs, to the appropriate City Council Standing Committee for oversight purposes.

FROM THE COMMITTEE ON MUNICIPAL AND LEGISLATIVE OPERATIONS - Request City Clerk provide City Council with a report defining “standing committee oversight,” as it relates to Appendix B of the Rules of City Council. Further, request City Clerk add the amended Appendix B to the city’s website.

FROM THE COMMITTEE ON MUNICIPAL AND LEGISLATIVE OPERATIONS - Request City Manager request City Assessor provide City Council with a report detailing the Payment in Lieu of Taxes (PILOT) program and ordinance currently in place in Somerville, as well as any actions recently considered and/or enacted in Boston.

FROM THE COMMITTEE ON MUNICIPAL AND LEGISLATIVE OPERATIONS - Request City Manager provide City Council with an update concerning assessments and evaluations of the city’s nonprofits that are over the 15-million-dollar threshold.

FROM THE COMMITTEE ON MUNICIPAL AND LEGISLATIVE OPERATIONS - Request City Manager provide City Council with a report concerning the feasibility of establishing a task force specifically to discuss Payment in Lieu of Taxes (PILOT) agreements. Further, request said report include an update concerning existing efforts with a PILOT task force.

FROM THE COMMITTEE ON MUNICIPAL AND LEGISLATIVE OPERATIONS - Request City Manager provide City Council with a report concerning the number of properties purchased by the city’s nonprofits that have since been taken off the tax roll over the last five (5) years.

FROM THE COMMITTEE ON MUNICIPAL AND LEGISLATIVE OPERATIONS - Request City Manager provide City Council with a report concerning the amount of monies the city expects to receive because of the Fair Share Amendment, as well as any efforts being made to work and lobby to ensure the city receives its fair share.

FROM THE COMMITTEE ON MUNICIPAL AND LEGISLATIVE OPERATIONS - Request City Manager develop a mechanism to ensure the city’s Legislative Director/Lobbyist provides City Council with a quarterly report concerning pending legislation that may impact the city, as well as potential funding sources for the city.

FROM THE COMMITTEE ON PUBLIC SAFETY - Request City Manager request Police Chief provide City Council with a report concerning the types of firearms confiscated by the Worcester Police Department, particularly during drug busts.

FROM THE COMMITTEE ON PUBLIC SAFETY - Request City Manager request Police Chief provide City Council with a report concerning the enforcement and prosecution of gun crimes in the City.

FROM THE COMMITTEE ON PUBLIC SAFETY - Request City Manager request Police Chief and Fire Chief provide City Council with a report concerning different options for the purchase of a robot by the Police Department and the Fire Department.

FROM THE COMMITTEE ON PUBLIC SAFETY - Request City Manager request Director of Emergency Communications and Management provide City Council with a report concerning the facilities and locations being utilized as warming and cooling centers throughout the City.

FROM THE COMMITTEE ON URBAN TECHNOLOGIES, INNOVATION AND ENVIRONMENT - Request City Manager provide City Council with report concerning the funding sources for tree-planting projects in the city.

FROM THE COMMITTEE ON URBAN TECHNOLOGIES, INNOVATION AND ENVIRONMENT - Request City Manager provide City Council with a report concerning a list of each tree-planting funding program for property developers and builders. Further, request City Manager provide said list to property developers and builders for projects within Heat Island Zip Codes and Environmental Justice communities.

FROM THE COMMITTEE ON URBAN TECHNOLOGIES, INNOVATION AND ENVIRONMENT - Request City Manager request Chief Sustainability Officer provide City Council with a report concerning the savings that the ratepayers have accumulated through the Municipal Electricity Aggregation Program, including information concerning savings by the average household.

Request City Manager review the possibility of earmarking monies in the city’s free cash account towards commercial real estate owners in an effort to decrease real estate taxes. (Colorio)

Request City Manager request Commissioner of Transportation and Mobility provide City Council with a list of any streets/roads identified for “No Parking Bike Lanes” in 2024 and, if any, the stage(s) of implementation of same. (Bergman, Russell, Mero-Carlson)

Request City Manager provide City Council with a report concerning the feasibility (including both the cost and technological ability) to develop a pilot program that creates synchronized traffic signals during morning and evening commuting hours on two (2) major travel routes in each city district, which would be chosen by each respective District Councilor. Request City Manager provide City Council with a report relative to the status of 2 Gage St., including but not limited to information as to any violations associated with the property. (Mero-Carlson)

Request City Manager provide City Council with a report detailing the feasibility of the Tufts at Tech Community Veterinary Clinic providing services within the city’s senior living facilities/buildings. (Mero-Carlson)

Request City Manager request Interim Police Chief provide City Council with a report regarding the current statistics for Drug Trafficking arrests in 2023, including information relative to how many incidents occurred, how many people were arrested, as well as how many drugs, how much money, and how many weapons were confiscated. Further, include in said report a list of how many and what kind of guns have been confiscated over the same timeframe. (Toomey)

That the City Council of the City of Worcester does hereby support H.R. 6672 to award a Congressional Gold Medal posthumously to Marshall Walter "Major" Taylor in recognition of his significance to the nation as an athlete, trailblazer, role model, and equal rights advocate. Further, that the City Council of the City of Worcester does hereby encourage all Worcester residents to learn about the life of Marshall “Major” Taylor and his connection to Worcester. (Bergman)
