Bergman, on behalf of Julius Francis, request City Manager request City Solicitor provide City Council with legal opinion as to whether Chapter 9 § 1A ("noise ordinance") is applicable to noise generated by causes other than motorcycles and electric sound reproduction devices in residential neighborhoods. If such opinion is no then the petitioner requests City Council request City Manager consider amending said noise ordinance to include the aforementioned language.
