Hearing: To determine tax rates for residential, commercial, industrial and personal properties for Fiscal Year 2021. (Tabled Under Privilege - Petty December 1, 2020)

Mayor Petty opened the Tax Classification Hearing at 8:56 P.M. Mayor Petty recognized the following speaker in regard to the Tax Classification Hearing: 1. Alex Guardiola, Worcester resident, spoke in favor of a lower commercial, industrial and personal property tax rate. Mayor Petty closed the public speaking portion of the hearing. Mayor Petty read the item and moved to take the item up collectively with items #8b CC and #10.27A CM. Mayor Petty recognized Councilor Bergman, who moved to, “Request City Manager consider reducing the City Manager’s contingency account by $1,000,000.00 and be reallocated for tax relief.” (See Item #13b CC). Mayor Petty recognized the City Manager, who responded to questions raised by Councilor Bergman. Mayor Petty recognized Councilor Wally, who spoke concerning the item. Mayor Petty recognized the City Manager, who responded to questions raised by Councilor Wally. Mayor Petty recognized Councilor King, who spoke concerning the item. Mayor Petty moved for a roll call vote to adopt Councilor Bergman’s motion. Councilor Bergman’s motion adopted on a roll call vote of 11 Yeas and 0 Nays. Mayor Petty recognized the Chief Financial Officer, who provided City Council with an overview of a new tax table option (attached), which accounted for reducing the City Manager’s contingency account by $1,000,000.00 and reallocating the funds for tax relief. Mayor Petty recognized Councilor Wally, who moved to recommend for consideration, on the amended Tax Rate Options Table, Line 274 – That the Tax Rate for Fiscal Year 2021 be set at $16.62 for Residential Property and $35.07 for Commercial, Industrial and Personal Property (see Item #13c CC). Mayor Petty recognized Councilor Colorio, who moved to, “Request City Manager provide a notice within the city’s senior’s tax bills about the qualifications they may meet relative to applying for tax relief.” (See Item #13d CC). Councilor Colorio then moved to recommend for consideration, on the amended Tax Rate Options Table, Line 296 – That the Tax Rate for Fiscal Year 2021 be set at $16.28 for Residential Property and $36.20 for Commercial, Industrial and Personal Property (See Item #13e CC). Mayor Petty recognized Councilor Mero-Carlson and Councilor Toomey, who both spoke concerning the item. Councilor Toomey then moved to, “Request City Manager request City Assessor place a video on the city’s website relative to the process used to apply for abatements. Further, request City Manager request Chief Development Officer place a video on the city’s website relative to preparing estates for when the occupants come of older age.” (See Item #13f CC). Councilor Toomey then moved to, “Request City Manager place on the city’s website information relative to what individuals are able to do if they are unable to pay their tax bills.” (See Item #13g CC). Mayor Petty recognized Councilor King, who spoke concerning the item. Mayor Petty recognized the City Assessor, who responded to questions raised by Councilor King. Mayor Petty recognized Councilor Rivera, Councilor Rosen, Councilor Russell, Councilor Bergman and Councilor Rose, who all spoke concerning the item. Mayor Petty recognized Councilor King, who moved to, “Request City Manager provide City Council with an update concerning Paycheck Protection Program Loans in the city.” (See Item #13h CC). Mayor Petty moved for a roll call vote on Councilor Colorio’s motion for Line 296. Order approved on a roll call vote of 9 Yeas and 2 Nays (Yeas – Bergman, Colorio, King, Mero-Carlson, Rivera, Rose, Rosen, Russell, Toomey) (Nays – Wally, Petty). Mayor Petty recognized Councilor Toomey, who stated she voted incorrectly on the previous roll call. Mayor Petty recognized Councilor King, who moved for reconsideration on the item for the purposes of allowing Councilor Toomey to vote correctly. Mayor Petty moved for a roll call vote to reconsider the item. Reconsideration approved on a roll call vote of 11 Yeas and 0 Nays. Mayor Petty moved for a roll call vote on Councilor Colorio’s motion for Line 296. Order adopted on a roll call vote of 8 Yeas and 3 Nays (Yeas – Bergman, Colorio, King, Mero-Carlson, Rivera, Rose, Rosen, Russell) (Nays – Toomey, Wally, Petty).
