Mayor Petty requested a MOMENT OF SILENCE for President George H. W. Bush, the 41st President of the United States and Retired Police Officer Richard Sargent, father of Police Chief Steven Sargent.

The Mayor presented Keys to the City to the following seven (7) Worcester Firefighters who were recently honored by both the state and city for their heroic actions this past year. Lt. Timothy Ridick awarded by the state with the Medal of Valor and city with the Medal of Heroism; District Chief Adam Roach awarded by the state and city with the Medal of Valor; Lt. Christopher Kelly awarded by the state with a with a Medal of Valor and by the city with the Medal of Heroism; Firefighter Blake Perron awarded by the state and city with the Medal of Valor; Lt. Patrick Moran awarded by the state with a Citation and city with Medal of Valor Award; Firefighter John Callahan awarded by the state with a Citation and the city with a Medal of Valor; and, Firefighter Matthew Kane awarded by the state with a Citation and with the city a Medal of Valor.

Request City Manager send statements periodically to all colleges, universities and non-profit organizations that own real estate in the city simply requesting of each a partial payment in lieu of taxes according to a formula determined several years ago by the Mayor's Task Force. (Rosen)

9b.

Request City Manager consider partnering with Simply Recycling which presently has agreements with 15 Massachusetts communities to provide curbside pickup of residents' unwanted clothes, shoes, rags, sheets and carpets. While nearly all of these materials in any condition can be reused or recycled, nearly 85% of it unnecessarily goes into landfills. Simply Recycling pays $20 to towns and cities for each ton it collects. (Rosen)

Request City Manager and the Commissioner of Public Works & Parks consider including in the upcoming recycling plan a program that allows residents to use any self-purchased clear plastic bags for recycling. Said program may also allow continued use of bins for large items with strict enforcement and penalties for overfilling bins. (Russell)

Request City Manager and the Commissioner of Public Works & Parks report the feasibility of a designated City facility open week days and on Saturday mornings that allows without an appointment a resident to drop off recycling for free. Said facility would also allow for free a drop off of full City yellow trash bags and as well as bulk items for free or even for a per item fee. (Russell)
