Request City Manager provide City Council with a recommendation establishing a policy of cooperating with the US Immigration and Customs Enforcement (ICE) regarding requests/detainers to our Police Department to hold non-citizens who have been arrested for the commission of a crime so that federal officials can take them into custody. This policy would not apply to refugees, asylum seekers or visa holders but only those undocumented immigrants who have been arrested for a crime. (Lukes)

That City Council of the City of Worcester does hereby support federal law and does not join other communities in declaring themselves sanctuary cities and the ambiguity surrounding Worcester's position as a sanctuary city is it to be cleared once and for all. (see enclosed for full resolution) (Gaffney)

Sargent, who shared with City Council and the community the current policies and procedures of the Worcester Police Department, as they relate to federal immigration laws. Chief Sargent expressed how hard the Worcester Police Department works to foster positive relationships with communities across the City, and added the City of Worcester is a city that welcomes everyone, and that the Worcester Police Department does their part to ensure the safety of everyone. Councilor Bergman moved to file the Item, as well as Items #10j, #10k and #10l. Councilor Rosen moved the question to vote the Resolution. Resolution denied on a roll call vote of 2 Yeas and 9 Nays (Yeas - Gaffney, Lukes) (Nays - Bergman, Economou, King, Mero-Carlson, Rivera, Rosen, Russell, Toomey, Petty).
