MOMENT OF SILENCE led by Councilor Khrystian E. King for Worcester Public School teacher Antoinette McClain-Robinson, who passed away May 30, 2016 at the age of 57.

Mayor Joseph M. Petty read a Proclamation declaring Thursday, June 2, 2016 as National Gun Violence Awareness Day in the City of Worcester. The Proclamation was presented to Kim Long and members of the Central Massachusetts Chapter of Moms Demand Action for Gun Sense in America.

FROM THE COMMITTEE ON PUBLIC HEALTH AND HUMAN SERVICES - Request City Manager set up a meeting between City officials, State legislators and service providers for the homeless population in Worcester to discuss supportive services and issues pertaining to homelessness in the City.

Request City Manager establish a bike share master plan with a focus to roll out in FY17. Further, request the plan include options for bike taxis, hubs, internet rental program, and to tie in with major WRTA stops. (Toomey)

Request City Manager request Chief of Police provide enforcement of the excessive and unreasonable noise ordinance in the vicinity of Shrewsbury St. to deter automobile drivers and motorcyclists from operating their vehicles’ sound levels and accelerations in an illegal manner. (Toomey, Mero-Carlson, King)

Request City Manager request the Police Chief increase the police presence in the South Worcester area. (Rivera)

Request City Manager request the Police Chief provide traffic enforcement in Canterbury St. especially when children are released from school in the mornings and afternoons. (Rivera)

Request City Manager develop a policy for having a police presence, when appropriate, at times that open public meetings are taking place. (Petty)

Request City Manager amend and resubmit previous report on vacant and new positions, item 9.36D dated May 24, 2016, to include annual salaries of each vacant position as stated in the proposed budget by department along with the annual vacancy factor associated with each respective department. (Lukes)

Request City Manager submit an estimated assessor's recap comparing the proposed FY 17 tax levy with the current real estate assessments and the FY 16 assessed values. (Lukes)

Request City Manager submit a report listing the top 100 delinquent tax payers and amounts owed for each year of arrearages. (Lukes)

Request City Manager request the Superintendent of Worcester Public Schools to report on the six million dollars withheld from their bus company over contract issues and how that money is shown in the school department's proposed budget, and if not shown, how that money will be allocated in FY 17. (Lukes)

Request City Manager request City Solicitor provide a report on what contracts and leases require City Council approval and the required number of votes for each approval. (Lukes)

Request City Manager report as soon as possible to City Council as to whether the many big trailer trucks and rigs that are parking overnight and often for days on Mill St. opposite Coes Pond and near the former Price Chopper Market have the right and need to do so. (Rosen)

Request the City Manager set aside and designate the prominent and triangular shaped "island" at the intersection of Belmont St. and Lincoln St. (see attached map) as the permanent location for the placement and (re) dedication of the "Citizens of Color of Worcester Honor Roll" (formerly called the Colored Citizens of Worcester Honor Roll) to take place in December 2017 and to place signage there announcing same. That the Worcester City Council go on record in support of the residents and business in the Brown Square Area and their request to direct the City Manager to communicate with the Massachusetts Department of Transportation (Mass DOT) and respectfully demand that the Mass DOT honor their commitment as stated in the 2010 memorandum of understanding between CSX, the City of Worcester and Commonwealth of Massachusetts and immediately begin the widening of the Plantation Street Bridge at Atchison Street.
