In memory of Reverend Peter Scanlon, Monsignor Rocco M. Piccolomini and Monsignor Edmond Tinsley. Reverend Scanlon was part of the Worcester Diocese for 58 years, and also was the Worcester Fire Department’s Fire Chaplain for 45 years. Monsignor Piccolomini was the former Pastor of Our Lady of Mount Carmel-Saint Ann Parish in Worcester and Monsignor Tinsley was a Roman Catholic priest of the Diocese of Worcester for 64 years. Councilor Kathleen M. Toomey provided additional testimony at the conclusion of the meeting.

Mayor Petty read a Proclamation declaring Wednesday, October 7, 2015 as International Walk to School Day in the City.

Mayor Petty recognized both Anthony and Trevor Jones from Boy Scouts Troop 9, who were attending the City Council Meeting for educational purposes.

Mayor Petty recognized Worcester Police Officer Justin Bennes for receiving the George L. Hanna Award from Governor Charlie Baker at the Statehouse. Officer Bennes received the award for his heroics while disarming and then arresting a man during a traffic stop.

I respectfully request the City Council amend the Division of Public Health’s Table of Organization by adding the positions of HMCC Program Manager (PG 40M) position and a PHEP Regional Coordinator (PG 34) position and eliminating a Public Health Staff Assistant position.

I respectfully recommend that Seventy Dollars And No Cents ($70.00) be Authorized from Fiscal Year 2016, Human Resources Ordinary Maintenance (OM) Account # 1701-92000, to provide funds to prior year invoices.

Recommend that One Million Three Hundred Twenty Five Thousand Dollars And No Cents ($1,325,000.00) be appropriated to Account #91C7111H, South High Building Rehabilitation/Replacement, to pay for feasibility study costs associated with the South High School project.Refer to CCM Item 9.5B

FROM THE COMMITTEE ON PUBLIC WORKS - Request City Manager look into filing for grant funding recently made available for sewer system improvements.

Request City Council's Standing Committee on Public Service and Transportation conduct a public hearing to discuss the poor quality of service (including slowly-connecting Internet and no access to cable TV) and customer service issues associated with the internet and TV service provided by Charter Communications. (Rosen)

Request City Manager request Commissioner of Public Works and Parks consider the feasibility of purchasing equipment and materials that will allow municipal employees to re-stripe crosswalks as needed across the city in place of the current approach of contracting with private companies whose unreliable performance does not guarantee public safety, especially in the vicinity of public schools. (Rosen)

Request City Manager consider having an automated voicemail pick up when residents call 508-929-1300 after hours to collect non-emergency complaints instead of just announcing they are closed. (Russell)

Request City Manager request City Solicitor provide the City Council with an opinion whether or not the city may enact and enforce an ordinance that would add two insurance points to the motor vehicle operator’s license to operate/insurance for “blocking the box”. (Toomey)

Request City Council amend its protocol so that petitions for the installation of handicap parking spaces be referred to the Traffic Division of the Department of Public Works and Parks for administrative review and approval in place of the longstanding practice of being considered by the Standing Committee on Traffic and Parking and the City Council. Further, request Commissioner of Public Works and Parks develop protocols for appeals of these administrative decisions that would involve routing through City Council and the Standing Committee. This change for petitions to be reviewed and approved can substantially speed-up the process for residents who desperately need the installation of handicap parking spaces. (Rivera, Petty)

Request City Manager inform City Council as to whether he and other representatives from the city intend to meet with the owners of the Pawtucket Red Sox to see if they have any interest in relocating to Worcester. (Rosen, Palmieri)

Request City Manager request the appropriate city department to cut back the overgrowth along Quinapoxet Lane from opposite Scranton Road to Mountain Street East in the interest of public safety. (Economou)

Request City Manager request the Commissioner of Public Works & Parks have the handicapped parking signs in the vicinity of 2 Constitution Ave. be properly reset into the ground. (Economou)

Request City Manager report on the feasibility of establishing a social impact bond concept for the purpose of addressing and solving social problems in the city by financing social innovations and measuring performance outcomes. (Lukes)
