Mayor Petty announced the recent placement of a POW/MIA Chair in the City Council Chamber. The commemorative empty Chair is a standing memorial of all service members who were or still are prisoners of war and missing in action. It was present by the Rolling Thunder Chapter Massachusetts I. It honors the military service personnel such as naval seaman Michael Kustigian, lost during the Vietnam War Conflict. His mother and brother George and Valerie Kustigian were present. The Mayor requested a MOMENT OF SILENCE in honor of Michael Kustigian and for all our country’s lost armed service personnel.

Request City Manager provide a current, formal written report that provides the following: Pension funds - (1) the amount of the unfunded pension liability as currently calculated, with the following data provided: (a) the rate of return assumed in the amount of the above unfunded pension liability, (b )the pension repayment plan years assumed, (c) the present value of the total future pension liability; (2) the total assets currently held by the pension fund; and (3) the amount of the annual so-called “normal contribution” that pays for future pension benefits that are earned in any given year; and (4) the amount of the annual “catch-up” contribution due to the pension fund in order to restore full funding; and further, if the City’s calculations in determining the amount of the unfunded pension liability are not consistent with Moody’s “Revised New Approach to Adjusting Reported State and Local Government Pension Data,’ then the report will include an addendum that complies with the Moody’s approach. Further, provide a current, formal written report that provides the following: Other Post-Employment Benefits (OPEB) – (1) the amount of the unfunded OPEB obligations (present value), with the following data provided: (a)the rate of return/discount rate used, (b) the market growth rate of the benefit used, (c) the number of years assumed in calculating the OPEB obligations; and (2) the total assets currently held in any OPEB trust fund. Where the pension and OPEB reforms primarily impact new hires after each enactment, the current obligations need to be disclosed so the City Manager and City Council can prioritize budgeting.
