John Kane request the park lights at the new volleyball/tennis court at University Park are shut off by 7:00 PM or as early as possible in the interest of protecting the quality of life for the neighboring residents.

Jo Hart request the Mayor immediately hold a full and well publicized public meeting, televised at City Hall at 5:30, with full city government and Police Chief, mediated by the Commissioner of Public Health to explore and improve current city initiatives for and against Worcester's homeless population, with a full question and answer from the public and city officials.

Scott Ricker et al request City Council request the City Manager have the new railings installed on the stairs behind City Hall inspected. The new railings are in violation of Chapter 27 Sec. 27.4.3 of the 521 CMR and are dangerous to many residents including individuals who have limited vision. The railings abruptly end but there are two steps remaining before an individual gets to the bottom of the stairs.

FROM THE COMMITTEE ON ECONOMIC DEVELOPMENT - Request City Manager request the Commissioner of Public Health research and report what are best practices the cities of Providence, Boston and other locations have used to maintain food safety prepared by food trucks.

FROM THE COMMITTEE ON ECONOMIC DEVELOPMENT - Request City Manager report what are the best practices the cities of Providence, Boston and other locations use to protect the environments such as preventing littering in areas where food trucks are stationary.

FROM THE COMMITTEE ON ECONOMIC DEVELOPMENT - Request City Manager request the Commissioner of Public Works & Parks report how food trucks could impact city sewers and how the city can collect a sewer use fee.

FROM THE COMMITTEE ON ECONOMIC DEVELOPMENT - Request City Manager request the Commissioner of Public Works & Parks provide an explanation as to what factors are used to determine sewer assessment fees.

FROM THE COMMITTEE ON ECONOMIC DEVELOPMENT - Request City Manager request the City Solicitor report whether or not the granting of licenses for food trucks can be limited to city companies or residents so the health department can easily access these businesses for inspections. Further, report whether or not food truck licenses can restrict operations to certain times and locations.

FROM THE COMMITTEE ON ECONOMIC DEVELOPMENT - Request City Manager research how Portland, Oregon regulates food trucks and specifically as to what their process is for requiring food trucks to pay short term leases to operate.

FROM THE COMMITTEE ON ECONOMIC DEVELOPMENT - Request City Manager reach out to the administrators of Durham, North Carolina and report the pros and cons their city has experienced regarding the regulating of food trucks.

FROM THE COMMITTEE ON PUBLIC SAFETY - Request City Manager request the Police Chief to report anticipated annual needs to maintain the current complement (367) of police officers.

FROM THE COMMITTEE ON PUBLIC SAFETY - Request City Council endorse the “ShotSpotter” proposal, a gunfire alert and analysis service, as a pilot program taking place in the east side of the city.

FROM THE COMMITTEE ON PUBLIC SAFETY - Request City Manager consider recommending funding to implement the “ShotSpotter” program in the central area of the city.

FROM THE COMMITTEE ON PUBLIC SAFETY - Request City Manager request the Fire Chief provide a report regarding the feasibility of leasing fire apparatus and further report if other communities lease fire vehicles.

FROM THE COMMITTEE ON PUBLIC SAFETY - Request City Manager request the Fire Chief to provide City Council with a comprehensive five year plan listing all necessary fire equipment needed, with safety as a determining factor, to maintain a safe and efficient fire department.

Request City Manager request Traffic Engineering Division conduct a traffic study for Haviland Rd. that includes traffic density, reckless driving and speeding. Further, request the Police Chief provide speed enforcement for this street. (Germain)

Request City Manager report whether or not elderly/senior tax exemptions are at maximum. (Palmieri)

Request City Manager consider a tax cap for seniors and report the financial impact if implemented. (Palmieri)

Request City Manager request the Commissioner of Public Works & Parks to give businesses a one (1) week notice when streets are to be resurfaced, especially when access is to be limited, make it mandatory that “Open for Local Business” signs be put up at the work location and also request the Worcester Police Department to allow access to those local businesses. (Economou)

Request City Manager work in conjunction with the Chamber of Commerce to host a transportation summit with representatives of all relative transportation agencies such as the MBTA, WRTA, Massport, etc. The summit would focus on strengthening transportation options, connections and awareness for business and their employees in an effort to further economic development. Request City Manager request City Solicitor to prepare for filing home rule legislation which would make animal control officers, when they are assisting police in law enforcement operations, eligible for the same injured on duty death and funeral benefits as are provided to other city public safety personnel. (Germain)

Request City Manager report on the compliance performance of all recipients of TIF agreements. (Lukes)

Motion Rushton @ #8j CC - Request City Manager request the Traffic Engineering Division conduct a traffic study in the vicinity of the May St. Elementary School to find solutions to keep the traffic flowing when the elementary school buses are at the school. Solutions could include the taking of land but not limited to this idea.

Motion Palmieri @ #8e CC - Request City Manager request the Traffic Engineering Division move the truck prohibition signs in the vicinity of Melrose St. and strategically place them to be more effective. RESOLUTION of Councilor Palmieri @ #8e CC - That the City Council of the City of Worcester does hereby request the city’s state legislative delegation to support and recommend the erecting of sound barriers along the section of I-290 that is adjacent to Melrose St. to the state legislature this necessary and appropriate capital enhancement. Councilor Russell moved to amend to request to include the area in the vicinity of 450 Lake Avenue.

Councilor Toomey moved to amend: Further, request City Manager investigate the possibility of any code violations for dumping at the Glade St. property if trucks are coming into the neighborhood to dump into this container.
