Councilor Eddy moved to disclose that one of the candidates for the Library Board of Directors - Diane Bruce - is employed by an agency that pays dues to an association for which he is employed by. FROM THE COMMITTEE ON MUNICIPAL OPERATIONS - Request the City Manager request the City Solicitor to advise the City Council whether or not medical transport service providers are exempt from taxi and livery regulations.

Request Board of Election Commissioners and City Clerk expand upon efforts to recruit, train and support the placement of multi-lingual high school seniors in polling places across the city. (O'Brien, Eddy, Rivera, Rushton, Palmieri, Petty)

Request Board of Election Commissioners and City Clerk work to increase the number of multi-lingual translators at city polling locations and to establish a translation hotline at City Hall to support voters at polling locations where there is no translation service available. Request City Manager, Board of Election Commissioners and City Clerk collaborate to improve the response rate to the Annual Street List including a budget for direct outreach efforts, mailing, reverse 911 calls and staffing to support these plans. (O'Brien, Eddy, Rivera, Rushton, Palmieri, Petty)

Request Board of Election Commissioners and City Clerk work to establish new staffing patterns and levels for all elections with a goal of having a voter wait time of no more than 30 minutes. (O'Brien, Eddy, Rivera, Rushton, Palmieri, Petty)

Request City Council consider revising the food truck ordinance taking into account best practices in other major cities including Boston, Providence, Portland, and Denver. (Rushton)

Request City Manager expand the Holiday Parking Program. (Lukes)

Request City Manager consider not going forward with the rental of any new office space from outside vendors without first utilizing all vacant publicly-owned properties first, including, but not limited to, properties under the control of the Worcester Public Schools and the Worcester Redevelopment Authority including Union Station and adjacent properties. Request City Manager engage with NStar concerning their infrastructure to determine where the most problematic locations are for gas main leaks throughout the city and request what procedures are in place to identify faulty gas mains. (Palmieri)

Request City Manager report to City Council the possibility of WorkForce Central matching vacant positions to the needs of individual employers among our local businesses. (Economou)

Request City Council's Standing Committee on Education and the School Committee's Standing Committee on Finance and Operations consider meeting jointly on a regular basis throughout the year concerning issues of overlapping interest. (Economou)

Request City Manager request Police Chief to provide City Council with an update in regards to the recent rash of break-ins in the West Boylston St. corridor. (Economou)

Request City Manager provide an update to the City Council concerning the status of the Triage and Assessment Center construction. Further, request update on the reason why there has not been a fence put up to secure the Davis Street property and the status of other commitments to the neighborhood to mitigate the moving of the Triage and Assessment Center to 701 Main Street. (O'Brien)

Request City Manager provide City Council with a breakdown by gender, ethnicity, zip code and council district of the composition of all city boards and commissions, similar to the breakdown provided by the Library Director to the City Council for the Library Board of Directors. (O'Brien)

Request City Manager indicate, when Board and Commission appointments appear on the City Council Calendar, whether or not the candidates were recommended by the Citizens Advisory Council. (O'Brien)

Request City Manager work with Massachusetts Department of Transportation officials to secure funding for a Bike Share program for Union Station and other locations throughout Worcester. (O'Brien, Petty)

Request City Manager request Commissioner of Public Works and Parks conduct a traffic study of lower Grafton Street to assess and remedy any negative impacts as a result of the addition of the new CSX facility. (Toomey)

Request City Manager consider establishing a local currency program similar to one in use in the Berkshires that allows users to exchange 90 cents for every dollar of Woo cash that could then be spent in local stores and businesses to encourage supporting the local economy. (Toomey)

Request City Manager appropriate the necessary funds for the rehabilitation of the gazebo and replacement of playground equipment at Blithewood Park. (Russell, Petty, Toomey)

Request City Manager provide City Council with an update concerning negotiations with the U.S. Department of Housing and Urban Development in regards to the recent CDBG audit of local Community Development Corporations. Further, request he also provide the information concerning the city's repayment to HUD for non-performance on the city funded project at 5 May Street. (O'Brien)

That the City Council of Worcester hereby resolves that it is opposed to the siting of any medical marijuana dispensing entity within the City of Worcester and that the City Council opposes the implementation of any Massachusetts legislation authorizing the dispensation or production of medical marijuana until the matter is resolved by federal legislation. REPORT OF THE COMMITTEE ON MUNICIPAL OPERATIONS Upon the Order of Mayor Joseph Petty, Councilor Tony Economou, Councilor Michael J. Germain, Councilor William J. Eddy - Request the Standing Committee on Municipal Operations conduct at least one public hearing to consider the following proposed changes to the regulations and rules governing livery companies and livery drivers: 1) that livery companies must own and control licenses for livery drivers and that drivers will only be able to have a livery driver's license if they are employed by a livery company, and 2) that drivers who own and operate their own cars, which are licensed livery vehicles, can only operate as liveries if affiliated with a livery company, and 3) that regulations continue to reflect the 2-hour regulations, and 4) that livery companies be required to maintain a physical office with log books and pertinent records, and 5) that a special work order be drafted by the City which livery drivers can produce when required to do so while waiting to pick up customers who have previously placed a pick-up reservation with a livery company at Union Station or the Airport, and 6) that the number of livery car licenses be capped at the current level, and 7) that regulation and oversight for livery cars and drivers be placed under the jurisdiction of the License Commission: recommend adoption of the accompanying Order to request City Manager request the City Solicitor incorporated the above changes to the rules, regulations and/or Ordinances relative to Livery Companies and Livery Drivers for consideration by the full City Council and further, that these amendments be in effect for a 90 day trial from the date of enactment by City Council.

REPORT OF THE COMMITTEE ON YOUTH, PARKS AND RECREATION Upon the Order of Councilor Michael J. Germain and Mayor Joseph C. O'Brien Request City Manager consider working with the Worcester Public Schools to employ a consultant to study the feasibility of repairing and restoring to use the Olympic-sized swimming pool at South High Community School. Further, request that they consider encouraging various uses including Learn-to-Swim programs throughout the year, lifeguard training, additions to the Summertime Wheels-to-Water program and other year-round aquatic activities. Lastly, request that they work with the Mayor and the Standing Committee on Youth, Parks and Recreation to form a committee to work with philanthropic entities and individuals to help defray the costs of such repairs and programming if the City of Worcester capital budget cannot accommodate these improvements: recommend this Order be amended to request the Superintendent of Public Schools provide a report to the City Council concerning the feasibility of restoring the swimming pool at South High Community School and the amended Order be referred to the School Committee.
