Order - That the City Council of the City of Worcester hereby approves the minutes of the City Council meeting of March 20, 2012.

Mayor Petty recognized the presence of Clark University students from an Urban Politics Class taught by Professor Ravi Perry.

Mayor Petty read a Proclamation declaring April 2012 as Donate Life Month. The Proclamation was presented to Matthew Boger from Donate Life who thanked the community for supporting this program and the Director of the Worcester Registry of Motor Vehicles Paul Leary thanked the city of this recognition.

Todd Salmonsen request that City Council hold a hearing in regards to the proposed $1.3 million PCB remediation plan the city of Worcester has for 29 schools in the city.

William S. Coleman, III et al request Franklin St. at Grafton St. to Plantation St. be changed to CSX Boulevard.

Cynthia Willis request a street light be placed at the intersection of Arline and Whipple Sts.

FROM THE COMMITTEE ON PUBLIC HEALTH AND HUMAN SERVICES - Request City Manager develop a pamphlet concerning the process for reporting “No Heat” and “Insufficient Heat” complaints. This pamphlet should describe the process, the laws and should be available in multiple languages. Further, request a link on the city's web page for accessing this pamphlet.

FROM THE COMMITTEE ON PUBLIC SERVICE AND TRANSPORTATION - Request City Manager request National Grid provide a detailed report as to what are the capabilities of their current system, such as what it can do and what it can't do, and what can be improved so it would be able to provide real time information.

FROM THE COMMITTEE ON PUBLIC SERVICE AND TRANSPORTATION - Request City Manager request National Grid provide their five year tree trimming plan that includes monies spent in the last three years and future monies to be invested. Further, request a map that highlights the areas where tree trimming took place in the last three years and where trimming will take place in the future.

FROM THE COMMITTEE ON PUBLIC SERVICE AND TRANSPORTATION - Request City Manager request National Grid report what were their workforce levels prior to deregulation and what are they currently.

FROM THE COMMITTEE ON PUBLIC WORKS - Request City Manager request CSX Corporation to provide the City Council with a comprehensive vegetation restoration plan.

FROM THE COMMITTEE ON TRAFFIC AND PARKING - Request City Manager review the Harding Street corridor south of Kelley Square to identify and recommend to the City Council a new off-street parking lot that will add parking capacity to the Millbury/Harding Street business area.

FROM THE COMMITTEE ON TRAFFIC AND PARKING - Request City Manager communicate with the Massachusetts Department of Transportation to review options that might still be available for two-way traffic flow on Millbury Street between Kelley Square and Brosnihan Square.

FROM THE COMMITTEE ON TRAFFIC AND PARKING - Request City Manager request the Commissioner of Public Works and Parks to request the Director of Traffic Engineer to communicate with the management of the Denholm Building concerning the potential for flashing beacons being installed in High Street at the rear entrance to the Denholm Building.

FROM THE COMMITTEE ON YOUTH, PARKS AND RECREATION - Request City Manager request the Colleges of Worcester Consortium consider canvassing their member institutions as to the availability of athletic facilities and any willingness on the part of each institution to allow for permitted access by community soccer associations.

Request City Manager and the School Department work together to coordinate and develop a comprehensive plan to streamline the delivery of GED, ESL and other adult learning programs. (O'Brien, Petty)

Request City Manager provide an update of a previous request regarding the review or amendment of the policy for sidewalk resurfacing/repair that would establish a singular sidewalk surface on each specific street. (Eddy)

Request City Manager and the Commissioner of Public Works and Parks consider allowing residents/property owners on Hillcroft Avenue to plant shade trees, at their expense, in the esplanade on both sides of their street and that a special assessment be considered for future maintenance of these trees. Request the Commissioner of Public Works and Parks to report to the City Council concerning the process for stump grinding in the ALB zone and what the recourse is when ground stumps are not brought down to the ground level. (Economou)

Request City Manager report on all tax exempt real estate listing names of owners, addresses and current assessed values. (Lukes)

Request City Manager to delay the road work and sidewalk construction in the Temple/Millbury Streets area from April 1st to April 15th during the Catholic, Eastern Orthodox and Jewish High Holidays due to the negative impact of the construction on the business of local merchants. (Lukes)
