Request City Manager request National Grid provide City Council with an explanation of the repeated power outages that occurred in the June Street/Hadwen Road and May Street neighborhoods during the week of February 5th through 12th. (Lukes, Petty, Rosen, Eddy)

Request City Manager consider assigning a member of his Administration to focus on building a collaborative team to maximize the receipt of public monies as a result of the enactment of the pending life sciences legislation to benefit the residential and business communities of Worcester. Further, request the City Manager bring together the community stakeholders, including, but not limited to: UMass Medical Center, Mass Biotech Institute, Gateway Park LLC, the Colleges of Worcester Consortium, WBDC, ChooseWorcester, Worcester Regional Chamber of Commerce and the city’s state and federal delegation. (Rushton, Petty, Germain, Eddy, Smith, Toomey, Rosen, Haller)

Request City Council's Standing Committee on Rules and Legislative Affairs, in conjunction with the Mayor’s Office, develop a process and schedule of quarterly meetings with the members of the state delegation and Congressman James P. McGovern. (Eddy, Lukes)

Request City Manager provide City Council with the plan that his Administration will adhere to during the Spring of 2008 to clear the public streets, sidewalks, traffic islands and median strips of Winter trash. (Toomey)

Request City Manager provide City Council with a listing of changes and proposed changes to City of Worcester retiree health insurance and prescription drug coverage. (Petty, Eddy, Toomey)

Request City Manager investigate the feasibility of recommending to City Council the enactment of an ordinance that would impose fines against owners of vacant structures equal to 10% of the building’s value if the structure remains vacant for at least one year from the date the city issues a warning. (Petty, Haller, Germain, Smith)

Request City Manager provide City Council with an opinion whether or not the City of Worcester may participate in the distribution of $38.5 million in settlement funds awarded as part of a multi-state suit against Caremark for operating against their client’s interests by retaining rebates and discounts that was determined should have been passed along to customers. (Germain, Petty, Rushton, Toomey)

Request City Manager request City Solicitor provide a legal opinion listing all the traffic, parking and zoning ordinances applicable to canteen style motor vehicles which serve food to the public and request recommendations regarding the type of ordinances and special permits required to regulate the activities of such canteens. (Lukes)

Request City Manager report to City Council concerning the feasibility of constructing the proposed ice skating rink on the common and converting existing ice skating rinks located in city parks to regulation hockey standards (200 feet by 85 feet). (Germain, Petty, Rushton)

Request City Manager report to City Council concerning the number of hours that Worcester Technical High School students have devoted to programs at Green Hill Park. Further, request that the student activities be itemized by specific program types; i.e. golf course, vernal pools, zoo, etc. (Germain, Palmieri)

Request City Manager inform City Council whether the property at 233 Mill Street known as the Worcester Lodge of Elks and the property at 195 Mill Street that was once occupied as a supermarket have been sold, and if so, that he communicate with the new property owners to determine their intentions for redevelopment and re-use of these sites. (Rushton, Eddy)

Request City Manager to update City Council concerning plans to reconfigure Mill Street between the Coes Pond beach and the Coes Knife Park. (Rushton, Eddy)

Request City Manager update City Council of the plans for rehabilitation of the property located at 835 Main Street, and, that he also request the owner of this building to immediately secure the broken windows in the building which may allow the premises to become inhabited by trespassers creating a dangerous situation for them and any emergency personnel who may need to respond to the premises in the case of an emergency. (Rushton)

Request City Manager report to City Council, no later than the meeting of March 4, 2008, concerning the steps that must be taken by the Law Department, the Code Department, the Conservation Commission, and the courts, among others, to bring the three major issues at 103 and 109 Holden St. to a satisfactory resolution. These issues are: (1) lowering the cage-like fence at 103 and 109 Holden St. from 8 feet to 6 feet or less as ordered by the courts over a year ago; (2) demolition of the unsafe and unsightly house at 103 Holden St.; (3) restoration of the wetlands behind these properties as ordered by the courts and for which the property owner recently has paid the city a cash settlement (Rosen, Toomey, Petty, Smith, Germain)

Request City Manager communicate with the MBTA to ascertain the impact of recent train schedule changes on commuters traveling from and to Worcester. (Petty)

Request City Manager provide City Council with a report concerning the level of compliance by home and business owners with city ordinances requiring them to apply for permits for demolition, renovation, and construction, and for locating dumpsters on their property. (Rosen)

Request City Manager provide City Council with a report concerning demolition, renovation, and construction permit applications, and whether or not those are issued when the city knows that the project in question is under the scrutiny of the Zoning Board of Appeals and/or the Planning Board, but has yet to receive the approval of either board. (Rosen)

Request the City Council's Standing Committee on Public Health and Human Services review what steps the city should take to have its bookmobile properly staffed and stocked with books and computers, so that it will be on the road and making stops at agencies, neighborhoods, and parks by the Summer of this year. (Rosen)

Request City Manager respond to previous City Council requests for quarterly reports concerning the progress and achievement, if any, being made toward the implementation of a PILOT program for colleges, universities, and non-profit agencies. (Rosen)

Request City Manager report to City Council whether a claims process exists which is available to commercial users who experience electric power outages and surges caused by National Grid. (Lukes)

Request City Manager report on the number and location of National Grid equipment stations located on public property, whether the City receives any revenue from the use of public land, and if not, whether the city can charge for said use. (Lukes)

Request City Manager report to City Council regarding National Grid services in the city based on data filed with the Department of Telecommunications and Energy specifically addressing the number of outages, the locations of the outages, causes of the outages and the fines, if any, paid by National Grid in 2007.
