Recommend City Council Approval to Amend the Table of Organization within the Communications Department by adding four dispatch positions that will be funded through the EMS agreement between UMass Memorial Medical Center and the City. Further, Respectfully Request City Council approval to establish a Revolving Account for the funds received through this contract for the payment of these positions.

Recommend that Six Hundred Seventy Two Dollars And No Cents ($672.00) be transferred from Damage Settlement Account # 33007, Damage Settlement, and be appropriated to Parks Account # 7203-92111, Parks Ordinary Maintenance, for repairs to a DPW vehicle.

Recommend that Twenty Five Thousand Five Hundred Eleven Dollars And Eighty Cents ($25,511.80) be transferred from Account #330-08, Reserve for Appropriation on Loans, and be appropriated to Account # 660-92000, Treasurer's Office Ordinary Maintenance, to fund the costs associated with the issuance of Bond Anticipated Notes dated December 18, 2007.

Recommend that Forty Thousand Dollars And No Cents ($40,000.00) be transferred from the Damage Settlement - Reserve Account #330-07, and be appropriated to DPW Account #410203, Signal Maintenance O.M. to allow for the purchase of this much needed traffic signal equipment to replenish our inventory.

Recommend City Council's Approval of the Attached Order Authorizing Paul Morano, an Employee with the Executive Office of Economic Development to Accept a Position with SMG, the Operator and Lessee of the City-Owned DCU Center.

Recommend City Council Approval to Amend the Table of Organization for the Department of Economic Development by adding the position of Youth Coordinator. Further, Recommend City Council Adoption of the Attached Resolution accepting with gratitude a donation of Services from UMass Memorial Medical Center.

FROM THE COMMITTEE ON PUBLIC SAFETY - Request City Manager request the Police Chief provide City Council with information concerning the implementation strategy and pricing options that he anticipates employing in order to pursue a traffic signal and red-light enforcement program that includes surveillance cameras.

FROM THE COMMITTEE ON PUBLIC SERVICE AND TRANSPORTATION - Request Commissioner of Public Works & Parks to increase the lumens on the existing street light in Harrison Street near the corner of Green Street from 4000 to 9600 lumens.

FROM THE COMMITTEE ON PUBLIC SERVICE AND TRANSPORTATION - Request City Manager propose to City Council how new sidewalks and street lighting might be funded for the portion of McKeon Road where none of these improvements exist.

FROM THE COMMITTEE ON TRAFFIC AND PARKING - Request City Manager request the Police Chief provide enforcement of driveway clearance in Gilman St. at Adams Square Baptist Church.

FROM THE COMMITTEE ON TRAFFIC AND PARKING - Request City Manager request the Commissioner of Public Works & Parks install warning sign stating "intersection ahead" in Heywood St. side of 132 Houghton St. facing westbound traffic.

Request City Manager recommend solutions to parking challenges in Whitney Street that have been exacerbated due to the new configuration of Route 146 and it's reconstruction. (Haller)

Request City Manager improve the City's web pages to allow for on-line reporting of un-shoveled sidewalks. (Haller)

Request City Manager provide City Council with a report concerning the progress of land-takings for the 4-Corners traffic improvement project and any other of the City's responsibilities towards the progress of this project. Further, request that said report include the expected timeline for construction and completion. (Haller)

Request City Manager consider the establishment of a private street conversion revolving account that would dedicate all monies received from abutter payments to be used as debt service for increased borrowing in order to address the backlog of private street conversion requests. Request City Manager consider a process where the Fire Chief recommends appropriate parking enforcement to the Police Chief and Commissioner of Public Works & Parks for those streets and intersections that are problematic to servicing fire vehicles during the winter months. (Clancy)

Request City Manager coordinate a meeting to be held at 1050 or 1060 Main Street to discuss pedestrian hazards with regard to vehicular speeding, crosswalk violations, crosswalk visibility, and snow and ice removal from sidewalks and crosswalk median strips with a goal of bringing solutions to these matters. Further request that the meeting include Worcester Police and Department of Public Works & Parks representation and that local resident and business persons be invited to attend and participate. Request the City Manager report to the City Council concerning what enforcement steps are taken during a declared winter parking ban and prior to any snowstorm to insure that cars will not remain illegally parked impeding the plowing of our streets. (Rosen)

REPORT OF THE COMMITTEE ON LAND USE Upon the Report of the Planning Board upon the Petition of Scott Cashman, Vice Chairman of the Worcester Planning Board on behalf of Worcester Planning Board respectfully recommends that the Zoning Ordinance be amended to correct an inadvertent omission in Article XV-Adaptive Reuse Overlay Districts by inserting the following and re-lettering accordingly: "B. In addition, the Planning Board, by special Permit, shall have the authority to waive or modify dimensional controls set forth in Table 4.2 of this Ordinance.": recommend passage of the accompanying proposed Ordinance.

REPORT OF THE COMMITTEE ON LAND USE Upon the Report of the Planning Board upon the Petition of Scott Cashman, Vice Chairman of the Worcester Planning Board on behalf of the Worcester Planning Board respectfully recommends the following Zoning Ordinance amendment: " That Article IV, Section 6(4), last sentence regarding illuminated or motion signs be deleted from the Zoning Ordinance". This amendment reflects City Council's policy intent and is internally consistent with City Council's recent amendment to Table 4.3 that prohibits this type of sign in Business Limited (BL-1) districts: recommend passage of the accompanying proposed Ordinance

REPORT OF THE COMMITTEE ON LAND USE Upon the Report of the Planning Board upon the Petition of Scott Cashman, Vice Chairman of the Worcester Planning Board on behalf of the Worcester Planning Board respectfully recommends the following Zoning Ordinance amendment: That Article IV, Table 4.2-Permitted Dimensions by District, regarding Single-Family, Semi-detached dwellings in RS-10 and RS-7 zones be deleted". This amendment reflects City Council's policy intent and is internally consistent with City Council's amendment to prohibit this use in RS-7 and RS-10 zones: recommend passage of the accompanying proposed Ordinance.
