FROM THE COMMITTEE ON PUBLIC WORKS - Request City Manager request the Commissioner of the Department of Public Works and Parks provide City Council with a report concerning the request to allow a left turn from Quinsigamond Avenue into Southbridge Street as part of the Quinsigamond Avenue Gateway 1 Roadway Improvement Project.

Request City Solicitor submit an opinion as to the City Council's legal jurisdiction and powers regarding the city budget for FY 2008 which has been previously voted by City Council including the Council's ability to recommend any proposed new cuts or recommendations after the vote. (Lukes)

Request City Manager provide City Council with a detailed break down as to the expenditure of Public Works Department, including the Parks Department, Fire Department and Police Department overtime in the past two fiscal years. (Lukes)

Request City Manager report to City Council concerning the recently reinvigorated City Manager’s Enforcement Team (CMET), or it’s equivalent, and the Administration’s efforts to effectively mitigate negative neighborhood impact of Triple-P’s (persistent problem properties). (Haller)

Request City Manager consider a plan to replace incandescent lighting with fluorescent lighting in all municipal and school department buildings and report back to the council within 30 days. (Irish)

Request City Manager plan how Worcester residents may safely dispose of fluorescent lights containing mercury given their anticipated increase in prevalence. (Irish)

Request City Manager institute an annual college student assessment fee of $99 applying only to students who are non-Worcester residents beginning in Fiscal Year 2008 and in the 2nd semester of each year thereafter, so that each of the approximately 20,000 students attending a Worcester college or university helps pay for services used by these students such as public safety, public works, parks, streets and sidewalks, among others.(Rosen)

Request City Manager provide City Council with a report detailing planned usage of $1.8 million in the City Manager’s Fiscal Year 2008 contingency account. (Perotto)

Request City Manager request staff at the public access cable television (channel 12) to place a public service announcement on the air that informs the general public that a permit is required, costing $25.00, to keep a dumpster overnight anywhere within the city. (Perotto)

Request City Manager, as part of the ongoing review and overview of the pools, beaches, and parks, to inform the City Council of any additional measures that might be needed to ensure the public’s safety at un-staffed beaches, pools, and waterways. (Rushton, Toomey, Haller, Irish, Smith, Petty)

Request City Manager arrange to have the exterior of City Hall illuminated with pink and blue lighting during November, 2007 in recognition of Prematurity Awareness Month. (see enclosed explanation). (Rosen)

Request City Manager prepare a report to City Council concerning the disparities in access to health care services by members of Worcester's minority communities. (Irish)

Request City Manager to consider establishing a walkway to allow safe travel from the Mount Carmel Apartments area into the downtown. (Rushton)

Request City Manager provide City Council with an update concerning the previously voted request for an amendment to the ordinances that provides that unpaid non-criminal tickets be attached as liens to the properties where offenses remain outstanding. And further, request that the City Manager provide the City Council with a report identifying the non-criminal ticket activity, including the total number of tickets issued and the fines collected, by month, for the past full year. Request City Manager request the Assistant Commissioner for Parks be present at the August 14th, 2007 City Council meeting to provide the City Council with an update concerning the Green Hill Park barnyard zoo. (Palmieri)

Request City Manager to provide City Council with a full report, to be shared with neighborhood residents, regarding the Worcester Police Department's wrong raid of the house at 1-3 Cottage St. on Monday, July 2nd, 2007. Further, request that the Worcester Police Chief make available to the City Council the report of the incident, a copy of the search warrant and a copy of any arrest reports. Request City Manager report on the status of the planned improvements to the city's sewer system at Newton Square and Dunkirk Ave., the funding and history of those improvements and including in said report a response to the Order filed by the Mayor and approved on July 17, 2007 which requested a report on the economic and infrastructure impact resulting from excess sewage from Rutland including whether flooding in Worcester residential basements is caused by the excess. Request City Manager provide City Council a comprehensive report that includes what are the present sewer levels in all areas of Worcester and the expected sewer levels in the near future taking into account sewerage coming from outlying towns. Also, request the City Manager inform the City Council what steps are needed to prevent sewer backups in the future, including financial measures. (Rushton, Smith, Clancy)

Request City Manager develop a program to incentivize property owners, especially our many absentee landlords, as part of overall efforts to ensure that properties across the city are presentable and maintained. (Toomey)

Request City Manager contact the owners of the former Worcester Technical High School property to request that they clean up these parcels that are at the northern gateway into the city. (Toomey)
