Recommend that Thirty Three Thousand Seven Hundred Eight-Nine Dollars and No Cents ($33,789.00) be transferred from Account #91C780, Citywide Capital Equipment and be appropriated to Account #33C701, Health & Human Services Capital Equipment for the purchase of (3) 2007 Ford Focus Sedans.

Recommend that Twenty Six Thousand Fifty Five Dollars And No Cents ($26,055.00) be transferred from Loan Account #91C734, Sewer Capital Equipment, and be appropriated to Sewer Account #44C704, Capital Equipment to allow for the purchase of a pickup truck.

Recommend that One Hundred Seven Thousand Nine Hundred Nineteen Dollars And No Cents ($107,919.00) be transferred from Loan Account #91C780, Capital Equipment, and be appropriated to DPW Account #41C703, Capital Equipment to allow for the purchase and future payment of a Compact Service Van and a 4W/D Backhoe.

Recommend that Two Thousand Three Hundred Fifty Dollars And No Cents ($2,350.00) be transferred from Loan Account #91C731, Capital Equipment, and be appropriated to Water Account #45C703, Capital Equipment to allow for the purchase and payment of a Chlorine Analyzer.

Recommend that Two Hundred Thousand Dollars And No Cents ($200,000.00) be transferred from Account #91C745, Sewer Construction, and be appropriated to Account #44C771, Infiltration to allow for the payment of current and future infiltration obligations per the cash flow procedure.

Recommend that Two Hundred Fifty Thousand Dollars And No Cents ($250,000.00) be transferred from Loan Account #91C745, Sewer Construction, and be appropriated to DPW Account #44C764, Sewer Pumping for payment of current and anticipated Sewer Pumping Station obligations.

Recommend that Four Hundred Fifty Thousand Dollars And No Cents ($450,000.00) be transferred from Account #91C780, Citywide Capital Equipment, and be appropriated to Account # 50C702, School Department Capital Equipment to purchase, (3) School Buses and Computers to support the School Department Technology plan.

Recommend that Thirty Five Thousand Dollars And No Cents ($35,000.00) be Transferred from Reserve For Appropriation Damage Settlement, Account #330-07, and be appropriated to DPW Account #410203-92000, Signal Maintenance O.M. to allow for the Purchase of Traffic Signal Equipment.

REPORT OF THE PLANNING BOARD Upon the Petition of Biodun Akande request to amend the City of Worcester Zoning Map by extending the RL-7 zone line from its westerly line on Stanley Rd. to include Lot 2 (containing approximately 8,922 sq. feet) of the property on 3 Beamon Ave.

Communication of Michael V. O'Brien, City Manager, transmitting communication recommending the adoption of a Loan Order in the amount of Two Million Dollars and No Cents ($2,000,000.00) be appropriated to Account #91C759, WPS Foley Stadium Improvements, for the purpose of funding improvements to Foley Stadium. (Tabled - Perotto February 6, 2007)

Order of Mayor Timothy P. Murray - That the ordinance relative to the Police Department License Board as it relates to taxi regulations be rescinded. (Tabled - Murray April 25, 2006)

Order of Councilor Barbara G. Haller and Councilor Gary Rosen - Request the City Manager take all steps to have the WRTA #11 bus rerouted to serve the Island part of Harding Street (south of Kelley Square) to take residents, especially the elderly, to and from the Route 20 Fair Shopping Plaza. Further request that this service be provided several times in the mornings and again in the afternoons, both outbound and inbound. This service was formerly provided by the old #4 Millbury City Line and eliminated on January 28th, 2006 creating a serious hardship and reduction in the quality of life for residents in the Green Island neighborhood. Motion-Lukes @ #9.8A CM - Request City Manager request the City Solicitor provide a legal opinion to the City Council pertinent to the RFP Process for Adams St. and Dartmouth St. buildings.

Motion-Lukes @ #9.8A CM - Request City Manager consider LEEDS (Leadership in Energy and Environment Design) certification be considered for any RPF process for current buildings and/or new construction. Motion Haller to amend: Further request City Manager develop a preferred points system for green point criteria in building RFP's.

Motion-Clancy @ #9.19 B CM - Request City Manger request the City Solicitor provide a legal opinion as to whether the City Council can make a final decision regarding the placement of billboards before it is referred to the state.

Petition of Councilor Joffrey A. Smith on behalf of Mike Cannon request a Stop sign in Dixfield Rd. at Idalla Rd.

Resolution - Suspension of Rules - That the City Council goes on record requesting the City Manager sit with the collective bargaining units to take into consideration the scarifices that active duty military make who are City employees when considering the computation of pay. (Rushton)

Resolution - Suspension of Rules - That the City Council goes on record to honor John Kasparian as he will be 100 years old on April 5, 2007 (Irish, Petty)

Motion-Petty - Suspension of Rules - Request City Manager provide the City Council with a report regarding the number of City employees who have been deployed to Iraq.

Motion-Petty - Suspension of Rules - Request City Manager provide the City Council with a report pertaining to how the City will conform to the change in the Eastern Standard time schedule.

Motion-Haller - Suspension of Rules - Request City Manager provide the City Council with options and recommendations regarding motion signs.
