Request City Manager report to City Council concerning the pricing structure the City pays for street lighting purposes, and, if a negotiation might take place to reduce that pricing to take into account the many instances when streets lights are not working due to malfunction, equipment breakage, accidents or bulb outages. (Smith)

Motion Smith to amend: Further, request the report include on average how many street lights are out.

Request City Manager consider the creation of a Compost Advisory Committee whose members include but are not limited to the Mass Audubon Society, Regional Environmental Council, Linders Auto Body and neighbors representing the Dane and Otto Avenue areas of Granite St. and residents of Gibbs St. area. Said committee would monitor composting operations with DPW officials at the Millbury St./Granite St. site and further request Administration consider putting an earthern berm on the border of the site near Granite St. in order to limit odors and negative site views. (Clancy)

Request City Manager work with the Worcester Regional Transit Authority to locate a bus stop on Salem Street, near the Public Library, for Route #25 which would enable seniors and the disabled living at 1050 Main St., 1060 Main St., the Marble Street Apartments and other residences along this heavily residential route to visit the library and share in its many services, including movies, email, and books. (Haller)

Request City Manager report to City Council whether our swimming areas, pools, bathhouses and associated rest room facilities will all be in good condition and ready to serve the public in the summer of 2007. (Rosen)

Request City Manager provide City Council with an update to the plans for the future expansion and use of the Senior Center complex. (Rosen)

Request City Manager provide City Council with a report concerning the programming and information available on Government Channel 12 and offer recommendations as to how that channel can be used to provide more information on a myriad of issues important to the public such as declared winter parking bans, web-based purchasing of city services, opportunities for volunteering, Keep Worcester Clean goals, municipally sponsored cultural activities, etc…. (Rosen)

Request City Manager report to City Council concerning the steps that are being taken by the city to encourage building and business owners fronting on Main Street between City Hall and the future Hanover Performing Arts Center to improve the facades of their stores and buildings. (Rosen)

Request City Manager report to City Council whether the city and developer of CitySquare are aware of and plan to adhere to a recently enacted Massachusetts law requiring that any municipal design project (besides construction projects) that includes funding provided by the Commonwealth, in whole or in part, awarding authorities will need to have MBE (state certified minority owned business enterprise) and WBE (state certified women-owned business enterprise) goals. The current applicable goal on design contracts is 8% MBE and 4% WBE. (Rosen)

Request City Manager interact with the Board of Directors and Administration of the Worcester Boys and Girls Club on Tainter Street to learn their future plans that might include opening their facility on Saturdays, expanding their services to larger numbers of youth and to report his findings to the City Council for consideration by the City Council's Standing Committee on Youth, Parks and Recreation. (Rosen, Toomey, Rushton)

Request City Manager consider applying any and all unexpended funds in the Fiscal Year 2007 snow account to real estate tax relief. (Rushton)

Request City Manager consider establishing and funding a Youth Coordinator position whose primary duties shall be to promote the development of self-confidence, drive and community values in Worcester's youth. Said initiatives shall include and not be limited to youth who are currently underserved. Said coordinator would also be a central resource person for any and all community and professional organization whose mission it is to serve our youth. (Rushton)

Request City Manager provide a police presence to prevent loitering and to provide a cleaning initiative to restore Duffy Field back to it's original beauty and report back to City Council with results within 30 days. (Smith, Perotto)

Motion Perotto to amend: Request City Manager create an Action Plan to stop the graffiti, stop the littering and stop the loitering in order to keep all city parks in the condition they truly should be.

Motion Toomey to amend: - Further, request using community service from organizations and schools that use Duffy Field as well as court mandated community service in the responsibility for maintaining the park and monitoring it so that abuse does not take place.

Order of Councilor Barbara G. Haller and Councilor Gary Rosen - Request the City Manager take all steps to have the WRTA #11 bus rerouted to serve the Island part of Harding Street (south of Kelley Square) to take residents, especially the elderly, to and from the Route 20 Fair Shopping Plaza. Further request that this service be provided several times in the mornings and again in the afternoons, both outbound and inbound. This service was formerly provided by the old #4 Millbury City Line and eliminated on January 28th, 2006 creating a serious hardship and reduction in the quality of life for residents in the Green Island neighborhood.
