This update should include what is the predicted population for students living off campus over the next three years, any future plans for students living off campus, what impact will students living off campus have on the displacement of the City’s non-student residents and the City’s ability to provide housing for its non-student residents and the City’s ability to provide housing for its displaced students. 24.     Request City Manager provide a report to the City Council concerning the current financial pressures regarding homeownership due to increasing interest rates on mortgages, changes in credit card minimum payment rules, energy costs, predatory lenders and any other influences that may be affecting Worcester from reaching it’s goals of increasing and retaining homeownership. 37.     Request City Manager coordinate with the Commissioner of the Public Works Department, the Director of Technical Services and the City Treasurer to utilize the Fall, 2006 property tax mailing to communicate with the residents of the City, the Rules for the Fall Leaf Sweeping Program, so that better results are realized from whatever adjustments to the program are implemented. 38.     Request City Manager request that utility companies meet collectively with local businesses and representatives of his Administration anytime there are planned major infrastructure improvements and/or upgrades considered so that businesses are aware of opportunities available to them before the actual work commences. 39.     Request City Manager seek the input of the general public, professionals in real estate development and leasing, graduate students in college or university management programs, among others, to formulate a new and exciting marketing plan for Union Station and to suggest what strategies, besides the RFP process, might be available to implement such a plan. 40.     Request City Manager request appropriate city personnel communicate with the owners of the Holiday Inn property on Lincoln St. at the corner of Country Club Blvd. concerning their 300 foot long banking that is consistently littered and unsightly, and request that they clean and maintain their area in a better manner. 41.     Request City Manager consider recommending to the City Council an amount of funding to be awarded to a restrictive number of Worcester property owners whose homes or businesses were flooded during the rain event of October 15, 2005 as a one-time effort to alleviate harm that was inflicted by this unusual act of nature. (Palmieri, Clancy, Toomey, Smith, Lukes, Rosen, Perotto, Petty) (Attachments) Councillor Clancy moved to add to read: with sewerage after “businesses were flooded” and before “during the rain event”. 42.     Request City Manager report to the City Council any and all binding agreements that the City of Worcester has entered into concerning the building of a skywalk downtown. 43.     Request City Manager report to the City Council concerning a possible amendment to the Zoning Ordinance so as to institute restrictions or prohibitions on the use of electronic motion (animated) signage and high visibility static signage.
