engineering services, including a residential and commercial market analysis
for the purpose of crafting a preliminary plan that lays out a framework for
demolishing portions of the retail space at the Worcester Common Outlet Mall
building, as well as parts of the garage in order to reconnect Front St. to
Washington Sq. and redevelopment and re-use in the locus. Said demolition not
to include either of the office towers at this site. This framework plan shall
depict the scope of the demolition, utility and other infrastructure work
needed to facilitate demolition, layout of the new roadways and a general
estimate of the development parcels that could be created once the roadway is
established (including potential gross building area that could be built). The framework plan shall include a rough
estimate of demolition, utility relocation, infrastructure improvement and
associated soft costs. The plan shall
also suggest various options for mixed-use developments at the site, to include
