17.          Request Administration to consider negotiating with various unions that there be some type of incentive offered to employees obtaining some skill level in languages other than English to improve the quality of municipal service being offered the public.

21.          Request Human Rights Director to provide City Council with quarterly reports beginning in September 2000 concerning progress on the various topics included in the Human Rights Commission findings and include in the first quarterly report the specifics on oversight of the internal affairs process and whether citizens can appeal the findings of a police complaint to the Human Rights Commission.

28.          Request Police Chief to install trailer mounted speed monitor and a surveillance car on Brantwood Rd. in the vicinity of Radmore Rd. to control the rate of speed of motorists.

                                                         

29.          Request Planning Board to provide City Council with the traffic projections that were provided for Mountain St. West, Ararat St. and Brooks St. as a throughway and as two cul-de-sacs that were made at the time the Showcase North was proposed.

 

30.          Request Administration to work to ensure that sufficient handicap parking spaces are designated within the ground floor of the Central St. parking garage.

 

31.     That a street betterment type program to be associated with the speed hump project, including timeframes, be presented to City Council by the Director of Traffic Engineering.

 

32.          Request the Commissioner of the Department of Public Works to provide City Council with the engineering criteria that might best be used to ensure that petitioned streets are deemed appropriate for the installation of safe speed humps.

 

33.          Request Director of Traffic Engineering to meet with the City Solicitor to ensure that we are adhering to State statute in the development of an official speed hump program.

111.          REPORT OF THE COMMTITEE ON PUBLIC WORKS Upon the Petition of Donald Grady et al requesting that the "Yard Waste Drop Off Site" located on North Lake Ave. by Lake Quinsigamond and the Coal Mine Brook be moved immediately to an appropriate location for the following reasons:  1) Diesel fumes creating unhealthful conditions for abutting residents, especially those with severe respiratory conditions.  2) Accumulation of trash e.g. batteries, tires, tars, anti-freeze, hydraulic fluid, chemicals from lawn care, furniture, computers, televisions, plastics of all types, etc.  3) Noise: diesel motors and compressors running every weekend from 9:00 a.m. to 5:00 p.m. and Wednesdays from 8:00 a.m. to 3:00 p.m. from April to January.  4) Traffic: overwhelming increase of traffic causing serious safety hazard: recommend Petitioner be given leave to withdraw.
