Lucy, Chairman on behalf of Paxton Board of Selectmen request City Council amend the agreement between the City of Worcester and the Town of Paxton for City’s use of Asnebumskit Reservoir and the provision of water by the City to the Town dated 3/14/97. Amendment to provide that the zoning protections must be adopted on or before 6/30/00.

Coughlin request City Council amend its rules of operation to provide that all petitions and matters submitted by citizen petitioners which are forwarded to the City Manager and to the office’s departments shall be reported back to full Council within 60 days. If time conscription cannot be met, an extension can be made in accordance with the Council. I further request that the City Clerk’s Office notify the citizen petitioner of their petition being placed on the City Council calendar for final disposition.
13. James P. Coughlin request Rules Committee of the City Council conduct a review of the Council’s rules as they relate to citizen participation at meetings of the full Council.

21. Request City Manager to report to the City Council concerning the feasibility of bringing a class of 25-30 firefighters on-line beginning September 1, 2000 and also address the issue of the expiring Civil Service lists and the earliest possible date another fire class could be realized after that September 1, 2000 class.
22. Request City Solicitor to prepare and file Special Legislation with the Great and General Court to limit the entry levels for appointments to the Worcester Fire and Police Departments to between 19 and 32 years of age.
23. Request City Manager report to the City Council on how such a law limiting the age of appointment to the Worcester Fire and Police Departments would affect the operation of these departments and how it would be implemented.
24. Request City Manager to provide the City Council with a report revealing the age norms in the Fire and Police Departments in other cities and towns in the Commonwealth.
25. Request City Manager to provide the City Council with data concerning the fire department appointments around the Commonwealth broken down by age: 19 through 32, 32 through 36 and 36 through 51 years of age.
26. Request City Manager to report on why the Great and General Court did not enact age limitation legislation for appointments to Police and Fire Departments as requested by Worcester City Council Special Legislation in 1997.
27. Request City Manager to provide the City Council with an updated report on uniform versus non-uniformed personnel, work performed by police officers and the number of personnel per shift in the Worcester Police Department.
28. Request City Manager to provide the City Council with the number of funded but unfilled positions that exist within the Worcester Police Department and also how many recruits are we required to hire to meet minimum staffing levels because of accepting federal grant monies.

48. Request Administration to research and report on the availability and cost of a crime mapping technology system such as is currently in use in Oakland, California which is an interactive mapping program available to the public on the internet and which program includes up to date information such as correlation of crimes by street address on a map of the city, the type of crime and the distance from a school or liquor store. 49. Request Administration to research and report on the feasibility and cost of instituting a “Reverse 911” system such as the programs used in Arlington, Virginia, Bowling Green, Kentucky and Scarborough, Maine, which allow a local Police Department to alert a neighborhood about crimes in progress. 50. Request Administration to report on the status of the city-wide crime watch program, how often the crime watch groups met on a city wide basis, the date of the last meeting and the level of participation from the neighborhood crime watch groups. (Lukes)
51. Request Administration direct the Health Department to investigate any potential adverse health consequences which may result from the normal operation and/or accidental spill at the hazardous material transport operation on Southbridge St. (Luster, Irish, Perotto)

53. Request Administration contact St. Vincent Hospital to determine whether St. Vincent’s employees whose positions are lost to outsourcing will be offered positions with the outsourcing companies. (Luster)

REPORT OF THE COMMITTEE ON TRAFFIC & PARKING Upon the petition of John Finnegan on behalf of Site Council at Columbus Park Preparatory Academy and Parent Teacher Organization request the following to improve the safety of the school zone on Lovell St.: A flashing yellow, red traffic light at the intersection of Lovell St., Maywood St. & Englewood Ave., that marked School Zone boundaries be extended to include that same intersection, hours listed on 20 MPH School Zone signs be extended to read 7:30 AM to 2:30 PM while school is in session, a diligent effort by Police Traffic Division in cracking down on all moving violations that happen in this area on a daily basis: recommend the petitioner be given leave to withdraw.
