While state law and local regulation charge different city agencies with overseeing the variety of permits necessary to operate a small business, the Worcester Business Guide gives a quick overview of the players and their roles. Small businesses vary widely - permits necessary to open a restaurant are different from those of a flower shop, which are different from those of an auto body shop. We want to make sure that you are able to navigate the system in most efficient manner possible to secure the permits necessary for your unique business.

Whether you are starting a business or already have an established business, Worcester will work for you. The staff of the Executive Office of Economic Development is ready to meet with you to extend our welcome and to discuss any issues or questions you may have about the City.

Business Certificates

Generally, persons or corporations, individually or in partnership with one another, and doing business in the City of Worcester under a company name must file a business certificate. The certificate is valid for four (4) years from the date of filing. They are renewable thereafter.
