Chairperson Councilor Russell recognized Councilor Bergman, who discussed the timeline associated with DPW’s recommendation with the Director of Engineering and the Commissioner of Public Works and Parks.

Chairperson Councilor Russell discussed what portions of the street, sidewalk, and overpass walkway are owned by the city, what is owned by CSX Transportation, and the process relative to installing additional lights to the overpass walkway with the Director of Engineering.

Chairperson Councilor Russell brought forth the following Chairman’s Order: “Request City Manager request Commissioner of Public Works and Parks review the sidewalks on Cambridge St. near Richard St. for trip hazards and make repairs as needed.”

Chairperson Councilor Russell recognized Councilor Bergman, who spoke concerning the process relative to installing additional lights to the overpass walkway.

Chairperson Councilor Russell recognized Councilor Mero-Carlson, who spoke concerning city administration communicate and work with a CSX Transportation representative.

Chairperson Councilor Russell then brought forth the following Chairman’s Order: “Request City Manager work with CSX Transportation to install additional lighting on the overpass walkway at Cambridge St. near Richard St.”

Chairperson Councilor Russell recommend the item be held.

Miscellaneous Item

5a.

Order of Councilor George J. Russell - Request Standing Committee on Public Works hold a meeting to draft a policy relative to the creation of “Honorary Street Names.” Said policy should include, but not be limited to: 1) what or who should be eligible for honorary street names; 2) whether the policy should be limited to Worcester residents/past Worcester residents; 3) whether business names should be included; 4) causes that would justify passage of an honorary street name title; and 5) whether passage should be limited to a certain number of years, decades or centuries that the entity gained notoriety. Further, request City Manager request City Solicitor and Commissioner of Public Works and Parks provide guidance and recommendations of best practices used in other Municipalities, at said meeting to aid the Committee in drafting the Honorary Street policy. # 12i Tuesday, August 27, 2024

Chairperson Councilor Russell recognized Councilor Mero-Carlson, who discussed the potential of reviewing a draft amendment to the Honorary Street Name Ordinance.

Chairperson Councilor Russell recognized Councilor Bergman, who spoke concerning a Chairman’s Order adopted by City Council on November 26, 2024, that reads as such: “That the City Council shall hereby hold all future honorary street name petitions until such a time that that Standing Committee on Public Works and City Council adopts new ordinance and policies associated with such a process”.

Chairperson Councilor Russell then brought forth the following Chairman’s Order: “Request City Clerk ensure all petitioners who wish to request an honorary street name be provided the City Council Order relative to the Standing Committee on Public Works and Parks holding all future honorary street name petitions until such a time the Standing Committee on Public Works and City Council adopts new ordinance and policies associated with such a process. Further, request City Clerk include additional language on the city’s website related to said Order.”

Chairperson Councilor Russell recognized the Commissioner of Public Works and Parks and Deputy City Clerk, who spoke concerning the item.

Chairperson Councilor Russell recognized Councilor Bergman and Councilor Mero-Carlson, who discussed not accepting honorary street name petitions as opposed to accepting and holding honorary street name petitions.

Chairperson Councilor Russell spoke concerning the process required to deny honorary street name petitions in the City Clerk’s Office with the Deputy City Clerk.

Chairperson Councilor Russell recommend the item be held.
